24In the 2000 documentation (pums.pdf), the
explanation starts on Page 33 of 475. From that
explanation, I gather the flag identifies data
that the Census Bureau generated to fill in
missing or unacceptable answers provided by the
people filling out the long-form. Unacceptable
data includes data that falls outside the range
offered on the questionnaire (my own example
would be someone filling out Martian for their
race/ethnicity). From a reporter's perspective,
it seems the main use is to check each query by
also running it with the allocated data excluded
to get a feel for how much of the result is due
to people actually answering the question and how
much was generated by the Census Bureau. The
documentation warns specifically about spurious
correlations in cross-tabulations dealing with
sub-populations. The example it gives is a
probable upward bias in incomes reported for
respondents who were 80 or over due to data

Allocation flags... What are they and why are
they important? They make up nearly every other
field in IPUMS data. (Answer is probably
somewhere within 475-page technical documentation
for IPUMS, but I cant find it.)
