4Project One Four Corners (Site Description)
Aging shopping centers located at intersections
of Atlantic Avenue and Military Trail. NW
corner least distressed of the four corners.
Anchored by bank, Winn Dixie, Office Depot retail
store NE corner - anchored by Publix and
bank center of strip mall anchored by Big Lots
store along with low-end retail and service
businesses. SE corner - anchored by gas
station Center of the strip mall contains older
low-end retail and service businesses, including
a large 99 store. SW corner - anchored by gas
station with Burger King and small retail stores
and restaurants lining south and west bound
roads.

6Four Corners -- Key Issues
1) Need big idea plan make land use changes,
encourage redevelopment through zoning incentives
(the City should be a player in developing the
market) 2) Focus on "weakest link" (southeastern
corner) first. 3) Encourage infill development
for remaining parcels.
7Four Corners Recommended Actions
- 1) Create a master plan with unifying design
guidelines and codes that dictate the uses,
connectivity, and design. - 2) Establish zoning and development incentives
for mixed uses, including density incentives for
workforce housing--establish new zoning category
with a set of density incentives. - 3) Determine a separate identity for each
quadrant, but unified through the public
realm/design. - 4) Pursue incremental development strategy

10Project Two Office Depot Site (Description)
Located west of South Congress Avenue and south
of Old Germantown Road. Three mid-rise, Class A
office buildings combine to form the contiguous
45.5 acre Office Depot Site. Completed in 1980
and 1983, the site functions as the headquarters
for Office Depot. Contains approximately 566,640
rentable square feet and 2154 surface parking
spaces.

- Prepare a concept plan for addressing Office
Depot site and city objectives. - 2) Create a Corridor develop concept and plan.
- 3) Implement a Corridor Plan, with emphasis on
zoning and streetscape.
13Office Depot -- Recommended Actions
- Complete a vision plan for both the site and the
corridor. - 2) Develop new zoning ordinances for the
corridor. - 3) Define incentives for owner/developer.
- 4) Adopt a Transit Oriented Development/mixed use
ordinance that provides flexibility for a range
of investors. - 5) Redesign the corridor as a boulevard, creating
a prestigious corporate address. - 6) Make gateway/regional connections (city does
public right of way improvements).
