Political Parties Elections Referendums Act
2000
  • An act to establish an Electoral Commission To
    make provision about the registration and
    finances of political parties To make provision
    about donations and expenditure for political
    purposes To make provision about election and
    referendum campaigns and the conduct of
    referendums to make provision about election
    petitions and other legal proceedings in
    connection with electionsto reduce the
    qualifying periods set out in sections 1 and 3 of
    the Representation of the Peoples Act 1985 to
    make pre consolidation amendments relating to
    European Parliamentary Elections and for
    connected purposes.

The 100 Petty Cash Limit
  • Groups Branches must bank all funds over the
    100 petty cash holding limit.
  • Branches can apply for an increase to the limit
    with prior approval of Treasury.

Deputy Treasurer for authority as you may require
a purchase order.
  • Commercial leaflet printing.
  • Computer equipment
  • Digital Printers
  • Digital printer consumables/servicing
  • Bulk stationery orders
  • Advertising
  • Leaflets supplied by other groups.
  • Leaflets produced on party machines.

What action to take when dealing with individual
donations.
  • For amounts over 200 check the electoral roll as
    per form BNP 1A05.
  • Or for amounts over 50 given to a candidate
    during a local election campaign period. As per
    form BNP 1A05

Just What Are Notional Donations?
  • All notional donations are non cash.
  • They do not affect the petty cash book balance.
  • They are subject to permissibility checks.
  • If no invoice or receipt available they can be
    estimated at current market value.

  • Room Hire
  • Leaflets
  • Computers
  • Printers
  • Remember these are just the main examples of
    things that are sometimes given to groups free of
    charge. There may be others. The main rule is if
    no receipt or invoice is available then a fair
    estimate of the current market value of the goods
    or services will apply.

Procedure for the conduct of collections fund
raising events at meetings.
  • All cash/cheques should be counted and witnessed
    on the night. A separate minute to be recorded as
    to the total raised from each activity. Record in
    petty cash book promptly.
  • An announcement to be made to all present at the
    end of the meeting as to the total amounts raised.
