Road Safety at Portsmouth City Council
  • Road Safety forms part of Portsmouth City
    Councils Environment Transport Directorate and
    falls under the remit of the Head of Traffic
    Street Management.
  • Road Safety is comprised of two main functions
  • Education
  • Engineering
  • However both areas are intrinsically linked
    must work together in order for Portsmouth to be
    classed as a Safe City.

An Overview of Team Responsibilities
  • Traffic Safety -To implement physical engineering
    measures across Portsmouth, based on accident
    investigation and traffic surveys.
  • Road Safety - education promotion issues, works
    closely with all schools in the city.

Road Safety Team
  • Safer Routes to School - supporting all schools
    in the city in developing School Travel Plans
    (that meet DfES/DfT criteria) as part of the
    Safer Routes to Schools project.  The overall
    objectives of School Travel Plans are to promote
    sustainable, non-car based journey's to and from
    school, healthier lifestyles, and to create a
    safe environment around the school to
    benefit both school members and local residents.
  • Education, Training and Publicity (ETP) -
    delivering road safety linked ETP schemes and
    programmes such as Drink Drive Speeding
    campaigns, In Car Safety, Cycle Proficiency,
    Child Pedestrian Training, Pre-driver training
    and Young driver training. In addition we support
    both the Safer Routes to School Officer and
    Traffic Safety Engineers on schemes throughout
    the city .

Traffic Safety Team
  • Traffic Safety Engineering - provide traffic
    safety engineering which encompasses, the design
    and implementation of traffic calming schemes to
    aid accident prevention. They also specialise in
    speed management / traffic management, accident
    data collation / traffic surveys, Safety Camera
    Partnership involvement, special events
    co-ordination and Rights of Way

Corporate Directorate Business Plans
  • Corporate Plan the work undertaken by the Road
    Safety Service is linked to the priorities
    detailed in the plan, especially Priority 6
    Improving Accessibility Reducing Congestion.
    This is being achieved through the production of
    School Travel Plans and the improvements to
    strategic junctions.
  • Environment Transport Business Plan the day
    to day work carried out by the Road Safety
    Service is also working towards Target 3
    Protecting the Public Improving Safety. The
    implementation of area wide traffic calming
    schemes, safe routes to schools and partnership
    working are all playing a large part.

Key Objectives
  • Portsmouths main objective is to achieve the
    2010 National Casualty Reduction targets set by
    Central Government and outlined in the document
    Tomorrows Roads - Safer for Everyone
    (published in March 2000).
  • In addition to the national targets, a series of
    local targets have been set, which are part of
    Portsmouth City Councils Public Service
    Agreement (PSA). PSA casualty reduction targets
    are based against our progress towards the 2010
    national targets.

2010 Casualty Reduction Targets
  • The 2010 target is a 10 year plan that requires
    authorities to achieve a -
  • 40 reduction in the number of people killed or
    seriously injured
  • 50 reduction in the number of children killed or
    seriously injured
  • 10 reduction in the slight casualty rate.
  • These reductions in casualties are compared to
    the 1994-98 average.

  • Indicator by which LPSA1 performance was
    measured
  • a) The number of people killed or seriously
    injured (KSI) on the roads in Portsmouth by 40
  • b) The number of children killed or seriously
    injured (KSI) on the roads in Portsmouth by 50
  • Indicator by which LPSA2 performance will be
    measured
  • a) The number of people killed or seriously
    injured (KSI) on the roads in Portsmouth by 55
  • b) The number of children killed or seriously
    injured (KSI) on the roads in Portsmouth by 70
  • c) The number of children slightly injured on the
    roads in Portsmouth by 30
  • From 1994-98 Average of 142 All KSI, 23 Child KSI
    and 137 Child Slight

Delivery Programme
  • Funding for the delivery of this Service
    principally comes from the Local Transport Plan
    Capital Programme, on an annual basis around
    800k on average.
  • There is a small amount of City Council revenue
    funding, approximately 30k, that is provided to
    support the Road Safety ETP function.
  • The above money has to be spread across the
    following areas -
  • Engineering programme
  • Road Safety campaigns
  • Regional Partnerships
  • Safe Routes to School initiatives

Safety Camera Partnership
  • The use of safety cameras is nationally
    recognised as an effective tool in reducing the
    number of accidents caused by excessive speed.
  • In terms of their use, they are last on the list
    once all other engineering measures have been
    investigated and discounted.
  • It is important to note that there are strict
    criteria applied to proposed sites before a
    safety camera can be implemented
  •

    city is divided into individual locations and
    designated by boundaries.

    three-year period.
