• Total construction costs of alterations,
  structural repairs or additions does not exceed a
  valuation of 113,586.07
• Hardship exists where the cost of providing an
  accessible entrance, path of travel, sanitary
  facilities, public phones and drinking fountains
  (accessible parking) is more than 20 of the cost
  of the project
