9CONCLUSIONS
Technical standards by themselves will only have
a limited impact
European legislation applying nationally and
internationally to vehicles would be the most
effective way to prevent road wear
The next most effective is European legislation
binding for vehicles used on international
journeys.

Amending European legislation takes considerably
longer than introducing national legislation
Fiscal incentives at a national level could be
used
A premium truck that includes the results of
this COST action could be developed.
11RECOMMENDATIONS
At the national level
- Member States should consider linking an AWF to
maximum vehicle weight limits - Member States should consider introducing or
linking fiscal measures to an AWF
At the European level
- Regulation 54 EU Directive 92/23/EEC on tyre
construction should include a TCF limit.
