SSMmR How is it done?

• Phase 1 Knowing the problem. Analysis of the
  noise levels generated in urban areas.
• Phase 2 Permanent monitoring and set up of the
  supervision centre. Algorythmic setting of the
  locality, so that the knowledge of the noise
  sources and the real-time-measured values
  obtained in the monitoring points provide us with
  the noise map of the localitiy and its influence
  area.
• Phase 3 Establishment of the experts commitee
  for the evaluation of the data and the writing of
  measures to improve the dosis/effect and
  cost/benefit relations.
• Phase 4 Maintenance of the system

• A normative action that establishes the
  quantifiable objectives of the system
• Which are the quality parameters and the levels
  to be protected?
• Which is the legal frame for the inspection?
• Fulfilment must be compulsory, and corrective
  measures must be taken.
• Definition of the managing organs, which must
  represent all the people involved and must have
• Cost/benefit, cost/efficiency and dosis/effect
  evaluation proceedings.
• The capacity to elaborate corrective measures.
• The capacity to elaborate new quality objectives.

• To procede to the modelling of noise exposure
  that enables to predict the impact of new sound
  sources and to warn in the creation of new
  structures (buildings, streets, work places).
• To incorporate the data provided by the system to
  elaborate the dynamic noise maps (time and
  space).

SSMmR Advantages I/II

• To have an inspection system that would allow the
  municipal services to make a systematic
  inspection of the classified activities in
  relation to noise without needing to wait for
  peoples complaints, which would have the
  attendant advantages
• It allows to know the situation every time,
  updated to day, and to eliminate sociological
  factors.
• It is based on statistic analysis.
• It eliminates the uncertainty of the measure
  carried out after complaint.
• It allows the planning and control of all the
  sources, knowing the pollution degree of each one
  of them, not bearing in mind the strictness of
  the neighbours.

• It provides prople with a supervision system that
  would allow to certify the quality and the degree
  of fulfilment of the envinromental policies.
• To have an active noise map of the whole town,
  making its presentation possible through the
  available TIC on that moment. The spreading of
  the information to people is efficient thanks to
  the use of internet.

• Activities Musical bars cafés- concerts -
  discotheques
• PERMANENT control of the real closing time of the
  place.
• EFFECTIV fulfilment of the maximum sound emission
  levels that are possible according to the real
  soundproofing of the venue.
• DAYLY control, so that those levels cannot be
  overcome due to manipulations of the limiter or
  the addition of other musical equipments not
  submitted to control.
• RELIABLE answer in case of neighbours
  complaints.

• Other activities Specific actions.
• Permanent daily control (minute by minute, if
  necessary) of activities in case of complaints
  difficult to check by the technical municipal
  services
• Bodywork mechanical workshops

• Construction works in sensitive areas
• Definition of the authorization of certain noise
  levels in construction works according to the
  time, dates and separation from the possible
  receptors and not only to the kind of work.
• DAILY control, so that levels or time cannot be
  overcome.

• Interventions for the control of noise in urban
  areas
• When an alteration of the traffic or activities
  conditions is planned in an area, it is possible
  to observe its noise impact in an immediate,
  constant and real way.

  neighbours complaints.
• The possibility of publishing all or part of the
  data whenever it is necessary.
• To have a system that fulfils each one of the
  requirements of the new Directive About
  Assessment and Management of Environmental Noise.
