2Establishment of National Emergency Management
Mechanism in NigeriaNational Emergency
Management Relief Agency was created 1976 for
relief operation after emergencies but could
address the perennial problems.The National
Emergency Management Agency a full fledge Agency
for planning, /research and forecasting, search
and rescue and relief and rehabilitation was
established in 1999 under NEMA Act 12 of
1999NEMA has 6 (no) zonal operational offices
in the six geopolitical zones of Nigeria for
effective interventionNEMA collaborates and
support 36 (no) States Emergency Management
AgenciesNEMA through the states also
collaborates and supports 774 Local Emergency
Management Committees

1999Generally NEMA formulates policy on
disaster management in Nigeria monitors state
of preparedness of all organizations in Nigeria

completed with other stakeholders and read for
implementation now.
7Sub-Regional and Regional Activities on Disaster
Risk Reduction
- ECOWAS
- Nigerian (2004) proposed to ECOWAS Heads of
states need for joint sub regional full
disaster management mechanism which was adopted - The UN/ISDR Africa building on the Nigerian
initiative assisted ECOWAS to develop a Disaster
Management Policy that is proactive (Risk
Reduction) - The Disaster Risk Management Policy to be further
discussed and finalized in August, 2006 by member
countries in Abuja. -
8African Regional Activities on Disaster Risk
Reduction
- A Base line study of disaster reduction in Africa
conducted showing limited proactive disaster
risk management - In 2004, UN/ISDR Africa African Dev. Bank with
AU/NEPAD produced Africa Regional Strategy
Document - In December 2005, An African Ministerial
Conference on Disaster Risk Reduction was
established as directed by the Heads of States to
pursue HFA - In May 2006 ( Brazzaville) the African
Ministerial Conference on Environment (AMCEN)
adopted the African strategy document on
disaster risk reduction into its Agenda - AU/NEPAD now needs the support of International
community to Implement its Programme of Action on
training and capacity building. -
9Conclusion
- Ladies and gentlemen, Nigeria and Africa
generally are prone to numerous disasters. - we have come to terms with Disaster Risk
Reduction as being critcal to development and
poverty eradication. - NEMA, being the Focal Agency for disaster
risk management in Nigeria, has concluded its
nationwide consultation across the 6 (no)
geopolitical zones and its ready to implement
through its six zonal offices with the state and
local communities the priories of the HFA. - The National Action Plan for Disaster Risk
Reduction (2006-2015) is ready for implementation
through the agency with other stakeholders. - We are working to integrate DRR into the on-going
review of our national development plans (NEEDS)
and shall follow up on UNDP-UNDAF strategies,
towards realizing the Millenium Develoment Goals
(MDGs). - We would need the support of the international
community in this endeavour. - Finally. it is important to note here that NEMA
is the sole agency with constitutional mandate
to coordinate disaster risk management in Nigeria - Thanks for listening.
