2. Main objectives of WG RRC-06
  • In order to facilitate the work of the
    conference, encourage the submission to ITU of
    pre-coordinated requirements among CEPT
    countries
  • a draft text for the new agreement and the
    agreements for the revision of ST61 and GE89
  • Develop positions for
  • IPG,
  • RPG and
  • ITU-R meetings (6E, SG6)
  • develop European Common Proposals (ECP) for
    RRC-06, RRC-ST61 and RRC-GE89
  • develop Briefs for CEPT members on issues
    relevant to RRC-06, RRC-ST61 and RRC-GE89

3. Interest in digital broadcasting in Europe
  • T-DAB and DVB-T implementation

  • Relevant actions/communications form EC
  • RSPG opinion for switch-over (digital dividend)
  • EC communication on switch-over

4. Policy items
  • Flexibility in the plan to allow for future
    technological and commercial developments
  • Ensuring maximum spectrum efficiency, by not
    taking into account existing and planned analogue
    assignments in the planning process, recognising
    that this does not affect the protection to
    analogue during the transition period
  • Coordination with other regional organisations
  • Opportunities to realise digital dividend
  • Premature to make decision regarding IMT-2000 in
    Band IV/V until outcome of RRC-06 is known
  • Duration of transition period
  • Majority of CEPT countries expressed initial
    preference for option 1 (not later than 2015) and
    none for option 2 (between 2028 and 2038). Some
    cannot express yet an opinion
  • Regulatory text needed for analogue stations
    operating after transition period

    years.

9. Organisation of RRC-06
  • CEPT agrees to conference structure as proposed
    by Informal Group, consisting of representatives
    from the regional telecommunication organisations
    in the planning area
  • CEPT is in favour of a pragmatic split of the
    planning area during the Conference, as proposed
    by IPG-SG
  • Planning process (compatibility analysis ad
    synthesis process) should be done for whole area.
