Americans want e-prescribing to - check medication history,
- determine insurance coverage, and
- send Rx directly to the pharmacy.
- Full survey at www.aarp.org/research/housing-mobi
lity/indliving/healthy_home.html
5AARP strongly supports e-prescribing
- E-prescribing
- Reduces errors and saves lives.
- IOM it can prevent 1.5 million errors/7000
deaths each year. - Preventing Medication Errors. 2006. Institute of
Medicine. - Saves money by increasing use of low-cost
drugs/system efficiency.
6Consumers Guide to E-Prescribing
- eHealth Initiatives comprehensive Consumers
Guide to E-Prescribing. - Clearly explains e-Rx benefits.
- Can promote patient acceptance.
- 11-page guide and 1-page pamphlet on the web
under Electronic Prescribing Report at
www.ehealthinitiative.org
7Problem Most Physicians Are Not E-prescribing
- Less than 1-in-10 physicians are now
e-prescribing. - Thats why AARP supports carrots-and-sticks to
encourage adoption. - Congress created such incentives in Medicare in
2008.
8Medicare Improvements for Patients Physicians
Act
- Bonus payments for physicians who use
e-prescribing from 2009-2013 - and
- Penalties for physicians who dont starting in
2012.
9CMS e-Rx Standards Pave the Way for Progress
- Formulary and benefits standards
- tell physicians/pharmacists what insurer covers
so they can find alternatives and reduce delays
in getting a covered drug.
10CMS e-Rx Standards Pave the Way for Progress
- Medication history standards
- Tell physicians/pharmacists what medications
someone is already taking to avoid harmful
interactions.
11CMS e-Rx StandardsPave the Way for Progress
- Additional standards underway to
- tell physicians/pharmacists about prior
authorization policies, and - let physicians know when a patient hasnt filled
a prescription.
12Challenge E-prescribing Controlled Substances
- DEA currently bans e-prescribing controlled
substances. - Perplexing, as e-prescribing should make it
easier to identify abuse. - Proposed rule to allow e-Rx for controlled
substances needs improvements.
13Challenge Data Mining
- Good data mining
- identifying adverse reactions and inappropriate
use. - Bad data mining
- marketing high-cost drugs to doctors using
low-cost alternatives, - potential patient privacy abuses.
14Challenge Data Mining
- GAO is studying
- whether patient privacy protected,
- if data is de-identified and can be
re-identified. - But data mining already widespread
- Not increased by e-prescribing,
- No reason not to e-prescribed.
15Benefits of Electronic Prescribing toConsumers

16Overview
- Convenience
- Compliance
- Higher Standards of Care
- Consumer Outreach
17Convenience
- Allows patients to make only one trip to pharmacy
- Gives the pharmacy a head start on filling Rx,
often meaning the Rx is ready when the patient
arrives. - More informed prescribing leads to fewer
insurance/DUR issues, reducing delays. - ePrescriptions can be sent without the patient
being present in physician's office
18Compliance
- The number of prescriptions filled increased with
the adoption of electronic prescribing. - ePrescriptions were picked up by patients at an
equal to or greater rate than non-electronic
prescriptions. - The Institute for Safe Medication Practices
estimates that approximately 125,000 deaths have
been reported annually because of non-adherence
to prescription medication. - Industry experts estimate that up to 20 percent
of all new prescriptions go unfilled.
Unsold Data is for Walgreens only. All other
data provided by IMS
19Higher Standard of Care
- Electronic Prescribing has the potential to
reduce medication errors by as much as 551 - DUR/Allergy checks done at point of care
- Patients do not need to recall medication history
for the physician

22Consumer Empowerment
- A positive experience with electronic prescribing
is the best way to get patients educated and
excited. - The more patients are exposed to electronic
prescribing, the more likely they are to
encourage their physicians to use it. - Word of mouth is the best advertisement for
electronic prescribing. - Eventually, patients will come to expect
electronic prescribing from their physicians.
