  risks of selected urban areas
• Develop security enhancements and mitigation
  strategies based on facts and analysis
• Will complete 9 corridor assessments initially in
  metropolitan areas with highest ratio of TIH
  shipments to potentially affected population
• Order of completion based upon complexity of rail
  network

Protections Granted Protected Critical
Infrastructure Information (PCII)

• Exempted from disclosure under any law,
  including Federal and State FOIA laws.
• Not subject to disclosure from the Federal
  government in any
• Federal or State civil litigation.
• Disseminated only to authorized and properly
  trained staff.
• Protected from disclosure to any State or local
  government unless a Memorandum of Agreement has
  been executed with the PCII Program Office
  (IAIP).
• Willful unauthorized disclosure by Federal
  employee grounds for employment termination, as
  well as criminal sanctions.

What is Freight Rail Hazard Analysis?

• Based on Hazard Analysis Critical Control Points
  (HACPP) principle
• FRHA focuses on the transportation of selected
  hazardous materials and LPG by rail
• Identifies security control points (SCPs)
• Ranks each SCP and develops security enhancements
  if necessary
