the principles of self-sufficiency, proximity and
priority for re-use ....
8Burdensome demand for duplicative statistical data
Amendment 24 Article 10, paragraph 4 a (new) 4a.
The facility that receives the waste shall keep
incoming and outgoing volume records for each
specific treatment line and for each sub-section
of each treatment line.

The authorities of dispatch or destination may
require the receiving plant to issue a regular
(e.g. monthly) input/output balance of the
specific treatment line, which must be signed by

49a Public access to notifications The competent
authority of the exporting or importing Member
State shall make publicly available by
appropriate means, such as the Internet, all
non-confidential information (in accordance with
Community and national legislation) submitted in
relation to notifications of shipments it has
received, or consented to, letters of consent,
and all related documents, 30 days after having
received such notifications or at the latest 7
days after consent was given.

- The 1999 note verbale questionnaire from the
Commission asked what non-hazardous wastes
non-OECD countries wished to import and any
controls they wished applied - Since 1999 the non-OECD Countries could request
either - A ban on imports

- Amber Controls
- Normal Commercial Transactions (Green controls)
- BIR has had success in getting the number of
control procedures reduced to - A ban on imports

- The 2006 note verbale questionnaire from the
Commission will again ask what non-hazardous
wastes non-OECD countries wish to import and any
controls they wish applied, e.g. - A ban on imports

- The non-OECD countries need to be aware that EU
Member States may refuse a notification if their
non-OECD facilities are not up to EU Standards.
Asking for controls on non-hazardous wastes may
risk not receiving recyclables from the EU

- There is work to do to explain to Member State
experts how unacceptable the proposed Parliament
Amendments are with respect to Internet
notification publication and statistics demands - There is work to be done to prepare for a new
round of note verbale questionnaires in 2006 to
non-OECD Countries. If any non-OECD Countries ask
for controls (requiring notification) and their
facilities are not up to EU Standards they risk
not receiving recyclables from the EU.
