25Notes From PE Group Meeting
- PE Group Meets Twice A Year (ASM JPC)
- Each TC Gives A Short Report ABP Report Summary
- Associate Fellow Upgrades
- New Air Breathing Propulsion Short Course
- Undergraduate Engine Design Competition
upcoming changes - Public Policy Initiative on VAATE
- Major Discussion Was On Program Committees
Versus Technical Committees - Program Committees Key Element Of AIAA Strategic
Plan - Desire To Increase Institute Responsiveness But
Not Undermine Current TC Structure - Major PE Initiative Is JPC Steering Committee
26JPC Steering Committee Meeting
- JPC Steering Committee Formed By Wayne Hurwitz
(PE Group Director) With Intent Of Improving
Long Range Planning For The JPC - Wayne JWH Represent AIAA/TAC
- Other Members From AIAA HQ Other Societies
- Three Key Issues
- Perception Of Dwindling Aeronautics Content (As A
Portion Of JPC Itself Versus Other Conferences,
i.e. TurboExpo) - Recurring Paper Quality No-Show Issues
- Corporate Sponsorship Of JPC Single Company
Versus Multi-Company Consortium - Innovation Required, But How Radical?
- Conclude To Ratchet Up Paper Submission Criteria
For JPC06 Target JPC08 For Overt Aeronautics
Propulsion Focus
27Notes From PE Group Meeting
- Special request for TCs to nominate candidates
for Sustained Service Awards - Discussion of foreign exchange limitations.
Conflict between industry government
establishments and academia! - Better definition needed of role of Program
Committees. (A good idea, implemented very
badly!) - TC PC matrix sent out to TC Chairs to be
filled out returned - Hartford, CT is a possible candidate location for
JPC 2008 sponsorship being sought - Brief presentation on sponsorship packages
28Air Breathing Propulsion Technical
Committee Possible TC Restructuring
29Possible TC Restructuring
- Objectives
- To resolve TC vs. PC issues
- To increase presence of Air Breathing
Propulsion in AIAA and future conferences - Intent is to increase membership yet maintain
structure - Each technical focus group (Sub-committee) would
grow to the size of a current TC - The TC Chair would become a Deputy Director -
Propulsion (Similar to Jeff Hamstras current
role) - Nothing is being mandated to the ABPTC, but we
should respond with positive suggestions - Please give the issue some careful thought and be
prepared to offer your opinion
30Air Breathing Propulsion Technical
Committee Public Policy Paper on VAATE Program
Versatile Affordable Advanced Turbine Engine
31Public Policy Initiative On VAATE
Versatile Affordable Advanced Turbine Engines
- VAATE Is A Cooperative USG/Industry Initiative
That Provides An Overarching Structure For All
U.S. Gas Turbine Engine RD Efforts - VAATE Is Modeled On The Successful IHPTET
(Integrated High Performance Turbine Engine
Technology) Program - IHPTET Concludes In 2005 VAATE, 2015
- VAATE Goal 10X Affordable Capability (T/W,
SFC, ) - Primarily Military, But Many Significant
Commercial Payoffs - Political Issue Is That DoD Turbine Engine
Funding Has Been Reduced To Well Under That
Required To Complete VAATE On Schedule - Key Technology Transition Opportunities May Be
Missed (?) - U.S. Turbine Engine RD Workforce Put At Risk
- Position Papers State A Formal AIAA Position And
Are Targeted At Legislative Executive Branch
Members - VAATE Paper Will Define Driving, Aircraft
System-Level Requirements Behind The Program,
Define Technical Benefits, And Advocate
Restoration Of Lost Funding

53Honors Awards Subcommittee Charter
The Honors Awards Subcommittee administers the
professional recognition awards presented by AIAA
on behalf of the Air Breathing Propulsion
Technical Committee
- Air Breathing Propulsion Award
- Dan Jensen, Lead
- Gordon C. Oates Graduate Award
- Rob Bruckner, Lead
- ABP Best Paper Award
- John Rockensies, Lead
- Other AIAA Awards On Occasion
- Chairmans Award
- Additionally the Honors Awards Subcommittee
will work closely with the Membership
Subcommittee to recognize outstanding performance
within the TC and support Membership Upgrades.
54Air Breathing Propulsion Award
Awarded for meritorious, career-spanning
accomplishment in the science or art of Air
Breathing Propulsion
- 4 Member Selection Team
- ABP Ian Halliwell (Chair) and Dan Jensen
(Honors Awards Chair) - Propellants Combustion TC Chair and Awards
Chair - Rules state that award can be given only if a
minimum of 3 nominations are active. - In recent years, we have had chronic problems
obtaining the requisite 3 nominations and
maintaining an appropriate nomination pool.
Nominations are only active for two years
following submittal. - This year, we received no new nominations,
leaving us with 2 nominees and again needed an
extension. Despite AIAA again extending the
deadline we were unsuccessful in obtaining a
third nomination. Through special appeal we were
allowed to make the award despite having only two
candidates. It is extremely important that we
obtain at least three new nominations this year. - Technical Discipline Area Leads (Turbine Engine,
High-Speed Propulsion and Propulsion Integration)
are asked to encourage nominations of leaders in
their fields. Other TC members are also asked to
encourage nominations. Please have nominator
advise Dan Jensen of intent to nominate as soon
as possible.

- 2005 Recipient Nicole Key of Purdue University,
a PhD candidate in the Mechanical Engineering
department - Ms. Keys research topic experimental
investigations of the unsteady flow phenomena in
turbomachinery aerodynamics. She has been invited
to present a brief of her work at the General TC
Meeting here at JPC. - The deadline for the Gordon C. Oates Graduate
Award is 31 January. Award has moved to an
online submission process, which facilitates
evaluating candidates and selecting the winner.
57ABP Best Paper Award
Awarded for the best technical paper presented in
an Air Breathing Propulsion Session at the 2004
Joint Propulsion Conference or 2005 Aerospace
Sciences Conference

Throughout Aerospace Community - ASM and JPC papers nominated for the Best Paper
award are encouraged to submit to the Journal of
Propulsion and Power. - Honors Awards Subcommittee has developed a
flyer publicizing the ABP Awards for distribution
at JPC and next years ASM. Will be working with
AIAA to distribute electronically to AIAA members
with a professional ABP interest - We are looking into placing an ad in the AIAA

- Problems
- Lack of participation/interest (two entries last
year) - Beyond the reach of many potential participants
(complexity) - Suggestions for redesign of competition
- Reduce scope to one component, rather than entire
enginecomponent may vary from year to year. - Create collaborative model
- Specify that large universities must
collaborate with small ones on overall engine
designeach performing a certain portion of the
work. - Create collaborative groups from the interested
parties. Each will be responsible for a
component, with interfacing required. - Other suggestions? We need to get this off the
ground!!
68Education Subcommittee Meeting
- Any other business?
- Continue to pursue generation of mini course in
Propulsion - Industrial sponsorship
- Course presented via teleconferencing facility to
interested schools (students faculty). 2-year
time frame? - Faculty reception in Reno to announce and seek
feedback on new format for engine design
competition? - Consider ABPTC participation in AIAA K 12
