Title: EMC on the Railways

1
EMC on the Railways
  • A Rolling Stock Manufacturers Perspective

2
Electrical Systems Compatibility
  • Key risk area for all new projects
  • Particularly electric trains
  • Worldwide issue
  • Aim is to design trains which are compatible with
the infrastructure on which they run
  • This is the means by which we satisfy our
    customers

3
What does a rolling stock manufacturer need?
  • A clear set of requirements at the start of
    design
  • Design a train which meets the requirements
  • Demonstrate that the requirements have been met
  • Gain the necessary approvals
  • Bring the train into service

4
What has happened in the past?
  • Requirements were unclear at the start of the
    project
  • Every project had to determine requirements,
    sometimes duplicating previous work
  • EMC Extra Money for Consultants
  • The design had to proceed on the basis of worst
    case assumptions
  • More requirements appeared when the train was
    built
  • Train then had to be shown to meet requirements
for which it was not designed
  • Usually they were met, sometimes modifications
    were necessary

5
What we need from the infrastructure owners
  • Definition of compatibility requirements for ALL
    infrastructure
  • Track circuits
  • Lineside systems
  • Electrification
  • Communications
  • Neighbouring Railways
  • Safety Targets
  • Definition of the railway environment
  • Electrification configuration
  • Emissions from infrastructure
  • Emissions from other trains

6
What Network Rail are mandated to do
  • Group Standard GE/RT8015 Section B6
  • establish and maintain information on
infrastructure systems, in relation to their
    susceptibility to EMI
  • identify and document all safety- critical or
safety related systems which could have their
safety performance reduced due to EMI.
  • Document the susceptibility of such systems
  • Set safety targets
  • Identify infrastructure emissions
  • Provide the information on request to train
    operators and train builders
  • All data available no later than 6 December 2003

7
What Network Rail have provided
  • Industry Data Initiative (IDI)
  • Track circuit susceptibility information
    generally complete
  • Some information on other systems, but often
    incomplete
  • Example RT/E/C/50014 requirement for ATP
  • line current at 100kHz should be less than a
    specified amount
  • Limited information on safety targets
  • Documents are still draft
  • Not clear that all requirements have been
    captured (e.g. nothing on regeneration)
  • Route Asset Register (RAR)
  • Expected to be a list of all infrastructure
  • Does not appear to be readily available

8
What Network Rail have yet to provide
  • Remaining susceptibility data
  • Safety Targets
  • Emissions from infrastructure
  • Environment data
  • Formally released documents

9
Summary
  • Present Status
  • IDI in present state does not meet GE/RT8015
  • RAR status unclear
  • The Way Forward
  • Both initiatives to be completed and formally
    issued
  • Suggest priority given to routes on which new
rolling stock is to be introduced
  • Issue a plan of action to the industry
