Title: The Housing agenda

1
The Housing agenda
  • House of bricks or house of straw?

2
Housing arrangements
3
Housing funding
One of the key questions we need to ask is
whether the new funding will ultimately lead to
more housing in both the community and public
housing sectors.
4
Housing funding
5
Social inequality
  • One of the critical issues that all community and
public housing is now covered by the One Social
    Housing System
  • Key questions
  • Does the One Social Housing System increase or
    decrease inequality?
  • Will there be increased tenancy protection for
    people in the private market?

6
OSHS
  • The possibility that people in genuine high need
are not assessed as priority clients because
the eligibility requirements for priority are
too stringent and complex too many hoops for
    people to jump through
  • That people are not assessed as priority clients
because guidelines are being applied too rigidly,
or discretion is not being utilised .
  • The amount of red tape involved in priority
    housing applications and the verification
    required.
  • The adequacy of staff skills to assess individual
    client needs.
  • Poor supply means that even with a priority
status, some people with high needs still wait a
    considerable time for public housing.

Homelessness is more than a housing agenda
  • The collapse of housing and homelessness together
seems to have been influenced by the UK and this
also includes the rough sleeper concepts
  • UK Housing act covers homelessness however it
only describes how local authorities need to act
however Australia has a good history of
    acknowledging housing and homelessness as
    separate policy issues
  • Australia is currently looking at legislation
QYHC would support stand alone Homelessness
    Legislation
  • USA has lots of positive outcomes in terms of
supportive housing models however overall we
have a better response and Australia has a
smaller number of people in primary homelessness.

CONTINUUM OF CARE

12
A homelessness response
  • We need to add to the homeless service system
SAAP has provided a great foundation
  • Specialist homeless services need to provide a
    range of programs and support.
  • Australia does not need to look overseas for
    inspiration
  • Any acceptance of overseas models needs to be
    considered
  • in the context of the service system that is
    drawn from and
  • whether it enhances our responses to homeless
    people

13
A final question
  • Is what we are working for today improving the
quality of living for people tomorrow?
