A brief background
  • Population 8.5 lakhs
  • Has to monitor 3000 new constructions every year
  • Maintains 580 km of roads
  • No. of city buses 91 ( 1151 trips a day )
  • 2 Wheelers

  • Expenditure ( 2003-04 ) 43.6 crore
  • Staff strength 2600

What was the necessity
  • Violations of building laws - More than 50
    Bldgs.
  • Public inconvenience - No parking space, footpath
    encroachment
  • Major roads and streets are encroached upon by
    the Dabba Shops and petty vendors.
  • Drains were encroached resulted in flooding
    during rains
  • Large no of two wheelers, autos, tippers, cars
    and trucks
  • Mixed traffic condition
  • Absence of bypass roads ( from Gadag Bijapur )
  • Increase in the numbers of accidents and deaths
    in fringe areas
  • Complaints from citizens

Expedition for scheduling this drive
  • Honble Supreme Court of Indias directions to
    identify Hawking Non-Hawking zones and allow
    regulated vending.
  • Gherzi India Report by KUIDFC which has listed
    the roads and streets, where the encroachment
    shall be removed.
  • Joint inspection by HDMC Hubli-Dharwad Police
    Department for identification of hawking and
    non-hawking.
  • Formation of City Infrastructure Improvement
    Committee (CIIC) under the chairmanship of The
    Deputy Commissioner, Dharwad and Commissioner,
    HDMC as Member secretary.
  • 1st CIICs meeting on 10th 11th June 05 by The
    Honble District Minister and The Deputy
    Commissioner, Dharwad during which the need for
    removal of encroachments in the major streets was
    discussed and HDMC was directed to go ahead with
    the removal of encroachments.
  • Traffic review meeting by Hubli-Dharwad Police
    Commissioner during which, roads were identified
    for immediate removal of encroachments for smooth
    flow of traffic.
  • Thus from all these deliberations, the roads are
    identified for removal of encroachment and
    planned meticulously for widening streamlining
    the traffic once for all and also ensured that,
    open drains are cleaned and the health hazard
    will cease to exist.

  • The idea to provide breaks in between was
    primarily
  • to allow the offenders to remove the illegal
    constructions voluntarily to avoid excessive
    damage to their buildings.
  • also a ceaseless campaign is likely to affect
    trade in the town, besides causing inconvenience
    to the public.
  • therefore HDMC decided to have the campaign only
    on weekends.
  • Assistance from Police, RPF, HESCOM, Water Board,
    BSNL
  • Formation of 8 demolition squads lead by HDMC Sr.
    Officers.

A success story of 24 hours Control Room
idea
  • There was a need to create impression among tax
    payers that Corporation is there to attend to
    their grievances.
  • Ensure total transparency
  • Bring accountability amount staff members.
  • Citizens used to approach Commissioner for small
    compalints
  • Pressure from ward representatives

As a result
  • 24 hours Control Room is opened on 21st June 2004
  • Attends to any complaint in flat 30 minutes
  • 4 persons in each shift headed by an Officer
  • 200 walkie talkies have been provided to
    Officers of all level
  • Receives around 50-60 complaints everyday
  • One Computer with internet facility
  • Category of complaints based on the nature of
    complaints
  • - Natural, Emergency, Critical
  • Points have been assigned for each category
