System Development
9Assumption 1
- To improve CEDs effectiveness, we need to focus
on streamlining and removing barriers to service
(within our agency). - Vertical, single purpose programs
- Barriers between programs impede clients ability
to be successful - Change in focus from fitting people into our
programs to fitting programs to meet needs
10Assumption 2
- Minimizing duplication of information enables CED
to focus more on service delivery. - Staff time spent on intake for individual
programs - Communication with Families about available
services
11Assumption 3
- Assessing needs up front enables CED to take a
holistic approach to service delivery. - Central intake alone would only focus on current
programs - Leads to development of comprehensive service
plan incorporating services provided by CED and
other community agencies
12Assumption 4

report on and advocate for the needs of low
income families. - Identify service gaps in the community
- More effective in communicating to various
publics on issue surrounding poverty

computerized system. - Linked to the State system
