Assumption 1
  • To improve CEDs effectiveness, we need to focus
    on streamlining and removing barriers to service
    (within our agency).
  • Vertical, single purpose programs
  • Barriers between programs impede clients ability
    to be successful
  • Change in focus from fitting people into our
    programs to fitting programs to meet needs

    to focus more on service delivery.
