Background Information
  • In 2006 May 17 the City of Cape Town adopted
    Integrated Waste Management Plan.
  • The Plan covers the following functional areas of
    Solid Waste Management
  • Cleansing of the area
  • Collection of Waste
  • Disposal and
  • Waste Minimization
  • The first three function have been traditionally
    the function of the municipality in terms of the
    MSA.
  • The Waste Minimization as a fourth function is
    awaiting enactment of the Waste Bill that is
    before parliament to make it legislation that
    will be enforcable.

First round of Split bag collection
  • Waste Minimization was introduce in a form of
    waste reduction at source to all Collection
    contracts as Split bag or Wet and Dry collection.
  • Separation at source was introduce to these
    contracts
  • Delft and Mfuleni Contractor Mart Waste
  • Phillipi and Brownsfarm - Contractor Mart Waste
  • Helderberg Contractor Hlumani Waste - Man
  • Deep South and Hout Bay Contractor Millennium
    Waste
  • Waste separation at source is one of many methods
    used to reduce waste others being

Marketing of Waste Minimization
  • THINK TWICE was adopted as a branding name for
    waste minimization.
  • All Solid Waste initiatives on waste minimization
    will be advertise under the banner of THINK
    TWICE.
  • Why THINK TWICE?
  • THINK TWICE before you throw whether to re-use,
    reduce, recycle
  • THINK TWICE before wasting the environment for
    our future generation (i.e grandchildren)
  • THINK TWICE before contributing to global warming
  • THINK TWICE before

What were first challenges faced by THINK TWICE
  • Unclear marketing strategies guidelines
  • The City of Cape Town not being recognise as a
    brand under the banner of THINK TWICE .
  • Not much effort displayed by contractors in
    communicating and marketing the Waste
    Minimisation Initiatives.
  • Very limited budget to work from by the
    contractors.
  • Waste Minimization not a priority at this stage
    but hump and dump was order of
  • the day.

Second Round of Split Bag Collection
  • The second round of split bag collection was
    implemented in the Atlantic area, it covers the
    following areas Pinelands, Parklands,
    Melkbosstrand and Blaauberg.
  • What is different this time?
  • The contract has measurable
  • Clearly defined marketing and communication
    strategies (What, When, How addressed)
  • The contract has Key Performance Indicators
    (incentives and penalties)
  • More emphasis focused at communicating right
    message to the audience (community)
