- The aim of this plan is to outline the RCA
Heritage Program, its integral heritage plan,
supporting campaign plan and financial strategy.
It is the authoritative document for
implementation of the RCA Heritage Plan.

- The Heritage Program has evolved over 5 years
resulting in changing concepts and terminology - Management of the Heritage Program and the
conduct of the Heritage Campaign has been
inconsistent - This is a concerted effort to achieve a coherent
and effective program.

- The philosophy of the Heritage Program is to
bring coherence to Artillery Heritage by
harmonizing the many activities of units and
associations across the country - The Heritage Plan establishes the broad national
objectives, which provide the framework for local
and regional activities - The Heritage Council will focus on the national
dimension of heritage, guiding the overall
development of Artillery Heritage in line with
the Heritage Plan - The Heritage Plan will not attempt to resource
all heritage activities - the Heritage Program will rely on the traditional
funding sources for unit and local activities
(Direct Support) - The Heritage Council will approve national
resources (General Support) as appropriate to
advance national goals.

- Heritage Plan provides a broad strategic
framework and establishes long term objectives
for RCA Heritage. - The Heritage Plan is maintained by the Director
of Artillery Heritage and approved by the
Heritage Council. - Based on this plan, an annual Business Plan is
developed to focus regimental heritage activities
in the short term.

Council and in close cooperation with all
elements of the Royal Regiment - is the authoritative document for implementation
of the RCA Heritage Plan - outlines the RCA Heritage Program, its integral

financial strategy - is published annually
- provides authority for heritage activities in
2008/09 and planning guidance for 2009/10.

- Regimental Headquarters RCA is responsible for
the management of all RCA Heritage finances -
under the RCA Regimental Fund - All financial management is conducted under the
auspices of Comd CFB Shilo as the Commander Home
Station - To ensure effective oversight of all regimental
finances, all heritage expenditures are
undertaken under the authority of the RCA
Executive Board which has fiduciary
responsibility for the RCA Regimental Fund - The financial structure of the Royal Regiment and
the heritage program is expected to evolve as the
management of the program improves.

11RCA Heritage Program - Financial Strategy
- The Financial Strategy is based on the following
assumptions - Donations will run about 100K annually
- Interest on deposited money will run about 4
- Only 20K can be contributed to the Building
Trust fund annually - Due to Charitable status of the Regimental
Fund, 80 of donations must be spent in the year
donated. - Disbursements are planned on the following basis
- 50 of all donations (approx 60K) which will go
into investment, through the RCA Heritage Trust
Fund - 20 to support National Museum Projects and
- 30 to discretionary projects and the Heritage
Program Administration. - Heritage Campaign Overhead is to be limited to a
maximum of 10 of funds raised.

- RCA Museum Building Fund.
- Building an extension to the RCA Museum.
- Revenue Canada has granted permission to
accumulate up to 2 million during the period 1
Apr 2006 to 31 Mar 2016. - A portion of the money raised in the RCA Heritage
Campaign will be used to make deposits to this
fund. - Currently (29 Feb 08) has a cash balance of
13.75 - RCA Heritage Trust Fund.
- Aim is to accumulate 2.2 million, via donations
and accumulated interest. - Shall then be used to provide an annual income
stream from interest to fund RCA Heritage plan
projects in perpetuity. - Currently (29 Feb 08) has a balance of
168,586.47
16RCA Heritage Related Projects
- The RCA 150th Anniversary Fund.
- Intended to support special events surrounding
the 150th anniversary of A B Battery in 2021. - Intent is that it will be expended in 2021.
- Currently (29 Feb 08) has a balance of
13,138.27. -
- The RCA Regimental Investment Fund.
- Holds surpluses from the annual operations of the
RCA Regimental Fund (i.e. income from donors and
operations other than the Heritage Campaign) and
previously accumulated capital. - Aim is to protect the accumulated capital in
order to provide an annual interest income stream
of 4-6 in perpetuity to support the charitable
activities of The RCA Regimental Fund. - Currently (29 Feb 08) has a balance of 240,462.98
