Title: Implementing the Next Generation GLOBE
1Implementing theNext Generation GLOBE
Craig Blurton, Ph.D. GLOBE Annual Conference 31
July - 5 August 2005 Prague, Czech Republic
2What is GLOBE?
- GLOBE is an idea that we share that educators and
scientists working together can - Improve science education
- Enhance environmental awareness
- Contribute to our understanding of the Earth as a
system
3What is GLOBE?
- The GLOBE idea transcends
- International borders
- Political ideologies
- Educational or scientific organizations
- Ethnic, cultural, or social groups
- Scientific or educational disciplines
4GLOBE is about understanding our home
5Why a Next Generation GLOBE?
- It is not the strongest of the species that
survive, nor the most intelligent, but the one
most responsive to change. - Charles Darwin
6NGG Input
- GLOBE Community Meeting (January 2004)
- Baseline self-study (January July 2004)
- GLOBE Annual Meeting (July 2004)
- NASA Program Review (August 2004)
- NSF Geoscience Education Working Group (November
2004) - Outside Experts Meeting (December 2004)
- New NSF funding strategy formulated (December
2004)
7NGG White Paper
GLOBE staff have been working on the Next
Generation GLOBE (NGG) White Paper since January
2005 using the following to guide their work
- The essential elements of the Program.
- Community and expert recommendations.
- NSFs new funding strategy.
- NASAs Education Priorities.
8Community and Expert Recommendations
- Put Education First
- Focus Resources
- Integrate Evaluation
- Become More International
- Emphasize Local and Regional Relevance
- Become a Leader
- Diversify Funding and Leverage Partnerships
- Create More Opportunities for Collaboration
- Increase Effectiveness of Technology Spending
9New NSF Funding Strategy
- Encourage partnerships between GLOBE and NSF and
NASA-funded integrated Earth systems science
programs. - Leverage existing resources and expertise.
- Build bridges between top Earth systems science
programs and scientists, and GLOBEs worldwide
community.
10What is NGG?
- NGG will
- Emphasize educational outcomes.
- Engage teachers and students with NSF and
NASA-funded integrated Earth systems science
programs. - Focus on specific projects of finite duration.
- Encourage closer ties with schools.
- Encourage the development of semi-autonomous
regional consortia of GLOBE countries.
11Emphasize Educational Outcomes
- Educational goals guide the development of
services, products and activities - More emphasis on realities of classroom
implementation, e.g., activities of finite
duration with closure. - Focus on inquiry-based, student investigations of
the environment and the Earth System. - Focus on data collection and/or analysis for
educational purposes. - Make activities more relevant locally and
regionally.
12Emphasize Educational Outcomes
- Revise on and off-line materials to be more
education-friendly. - Develop robust criteria assessment for
educational objectives. - Align curriculum materials with national
education standards and achievement tests. - More emphasis on collaboration, communication
between schools and between scientists and
schools.
13Partnerships with Integrated Earth Systems
Science programs
- Broaden the pool of scientists involved in GLOBE.
- Give the worldwide GLOBE Community access to the
top scientists in Earth systems science and their
colleagues around the world. - Provide the GLOBE Community access to programs
that are on the cutting edge of Earth Systems
Science research. - Position GLOBE to be more competitive for broader
impact awards to help it achieve sustainability.
14Projects-Based Approach
- GLOBE projects with NSF and NASA-funded Earth
systems science programs. - Local and regional projects initiated by GLOBE
country partners and regional consortia with
local schools, scientists, and resources.
15Projects-Based Management
16GLOBE Schools Networks
- Add stability
- Centered on GLOBE Projects
- Provide special recognition
- Showcase schools efforts
17Regional Consortia
Map is for purposes of illustration only. Actual
Regional Consortia may vary.
18Sustainability
- Partner with another fund-raising group
interested in helping support GLOBE. - Seek partnerships with other government agencies.
- Work with our Partners to create a GLOBE
Foundation.
19NGG Schedule
- NGG formally announced at the Prague Annual
Meeting (August 2005) - NSF Announcement of Opportunity for integrated
Earth systems science programs (Summer 2005). - Approval of GLOBE Transition Plan and
Modification of Cooperative Agreement (Fall 2005) - Selection of integrated Earth systems science
programs by NSF (Spring 2006) - Formation of project teams (Spring 2006)
- Announcement of projects (Summer 2006)
- NGG functional (2006 GLOBE Annual Conference)
20Summary
- GLOBE is a noble idea that we all share.
- The Program must evolve to be responsive to the
needs of its community and funding agencies. - The Next Generation GLOBE will undertake new
approaches to meet these changing needs. - Your participation and support will be vital to
GLOBEs continuing success.
