• Shortage of 317 funds
• Funding not keeping pace with costs, new vaccines
• Two-tier system

IOM Recommendations

• Recognize and address current problems
• Include adults
• High cost, need for legislation low probability
  for implementation
• Concern about impact on public health role
  public/private provider relationship nurtured by
  VFC

AIM Principles

• Every child has a right to be vaccinated in a
  medical home
• Immunization insurance coverage must be provided
  for all children
• Full funding must be provided for Section 317
• Success of VFC must be maintained

• Expansion of VFC to all under- and uninsured in
  all settings
• Insurance mandate (national first dollar
  coverage)
• Universal federal purchase
