25725 women Councillors capacity built so that
they are able to advocate for the rights of their
constituency A resource pool of about 500 Lead
Mentors/Master Trainers (fully trained) at
District level. Curriculum developed and shared
with NIPA staff for adoption on their regular
courses on project design and management.
Developed manual and conducted Gender
Sensitivity workshops for Government line
agencies and NGOs Baseline survey done,
indicating how many fresh candidates elected and
those reelected. Plan to undertake a training
review and initial impact of trainings (in
Mar/Apr 07)

7Achievements (Phase-II)
GSP Publications titled Powerful Stories by
Powerless Women and Political and Legislative
Participation of women in Pakistan capture
elements of impact and political change processes
underway in country Additional modules on health
and hygiene, added to the Womens Political
School modules in collaboration with WHP,UNFPA
and ILO. Revised curriculum for women
councillors is being delivered by the Rural
Development Academy, Quetta Local Government
Academy Lalamusa Data profiling exercise of
women councillors is currently being undertaken
which is due to be completed in March, 2007.
Currently District Support Networks (DSNs) in
the districts of Multan and Rawalpindi are being
setup to provide external support linkages for
women councilors.

8Achievements (Phase-II) Developed training
manual for Union Nazims and Naib Union Nazims on
Gender Sensitization. Trainings of 12,000 Union
Nazims and Naib Union Nazims on Gender
Sensitization is ongoing in all over
Pakistan. Linkages Developed The ILO in
collaboration with WPS Project MoWD has
developed supplementary training modules
focusing on women employment concerns to be
imparted and distributed among 28,000 women
councilors across the Pakistan. Conducted
Orientation sessions for female councilors on
reproductive health, family planning and HIV/AIDS
was organized by WPS in collaboration with UNFPA
from 11th November to 9th December, 2006 in
Abbottabad, Chakwal and Quetta. Conducted
sessions for Women Councilors on Health and
Hygiene in collaboration with Women Health
Project (WHP).

10Issues and Lessons Learnt
Material developed by WPS is demanded, adapted
and used by all Government/Semi-Government and
Civil Societies Organizations Coordination
Mechanism is being developed with all relevant
agencies i.e. DSP (ADB), DSP (CIDA), CSOs, NRB,
DTCE The close coordination of two main
implementing partners i.e. the Women Development
and Local Government led to the completion of the
trainings of women councillors in provinces
Documentation of the impact of these trainings
would be challenging for the project but WPS is
working in this direction
Refresher/follow up course would need to be
arranged since a number of councillors were
trained for the first time and they all felt that
they could benefit from further trainings
