2Coordinated BorderInfrastructure Program (CBI)
- CBI is a formula based program that replaces
TEA-21 Coordinated Border Infrastructure
discretionary program which ended after 2005. - CBI funds may be used to improve safe movement of
motor vehicles and cargo at or across land
borders between U.S. and Mexico. - Projects will be selected by MPO and eligibility
will be reviewed by FHWA.
3Basis of Apportionmentfor CBI Funds by FHWA
- 20 based on number of incoming trucks.
- 30 number of incoming personal motor vehicles
and buses. - 25 based on weight of incoming cargo by
commercial trucks. - 25 based on number of land border ports of entry.
State of Texas used the same apportionment
formula as FHWA
4CBI Project EligibilityRequirements
- Improvements to existing transportation and
supporting infrastructure - Construction of highways and related safety and
safety enforcement facilities related to
international trade - Operational improvements including those related
to electronic data interchange and use of
telecommunications - Modifications to regulatory procedures to
expedite safe and efficient cross border motor
vehicle and cargo movements - International coordination of transportation
planning, programming and border operation with
Mexico. - Project is within 100 miles of international land
border with Mexico. Texas agreed to a 50 mile
limit.
5CBI Program Projects Mexico and GSA
- CBI funds may be used to construct a project in
Mexico if project directly facilitates
cross-border vehicle and cargo movement at a port
of entry. - CBI funds may be used by GSA. Funds
would be transferred to GSA from the State.
6CBI ProgramFederal Share
- Federal share is generally 80.
- Federal share is 90 when funds are used for
Interstate projects to add high occupancy vehicle
or auxiliary lanes. - Federal share is 100 on certain safety
improvements listed in 23 USC 120(c).
