A few words on ICAO
  • Part of the UN System but independent
  • Created in December 1944 by the Convention on
    International Civil Aviation (Chicago Convention)
  • Membership 190 States

ICAO SARPs
Non-compliant States must file a difference!
  • Standard
  • Doc 8143 specification must be such that its
    uniform application by all Contracting States is
    necessary in the interest of safety or regularity
    of international civil aviation.
  • Recommended Practice
  • Doc 8143 application by all Contracting States
    is desirable, but not essential in the interests
    of safety, regularity or efficiency of
    international civil aviation.

SARPs are adopted by the ICAO Council and form
the core of the ICAO Annexes

  • Compliance with Annex 1 prerequisite for

The need for change
  • The Annex 1 format was relatively unchanged since
    adoption of 1st edition in 1948
  • Training curricula did not take into account the
    modern training technologies and methodologies
  • Standards were, in some instances, an obstacle to
    industry best practices
  • No explicit performance criteria
  • No requirements on criteria for the approval of
    training
  • Majority of national regulations follow a similar
    pattern
  • The need for change was expressed during a
    meeting with States and industry in October 2000
    in Madrid

  • The ICAO Air Navigation Commission agreed in
    October 2001 to establish a panel of experts to
    review the situation and make recommendations,
    the Flight Crew Licensing and Training Panel
    (FCLTP).

  • Develop provisions on the approval of training
    organizations, including the quality system
    needed to ensure that training objectives are
    maintained

    simulators) and determine the level of credits to
    be awarded for the use of such device

FCLTP Results
  • The Panel work took place between October 2002
    and February 2005
  • All Panel recommendations were unanimous
  • The proposal of the Panel included an update for
    all flight crew licences, an increase to 65 years
    for PIC and Standards for approval of flight crew
    training organization
  • Provisions for the approval of flight crew
    training organisations
  • New pilot licence Multi-crew Pilot Licence (MPL)

MPL Main features
  • MPL focuses on ab initio airline pilot
  • Competency-based training assessment
  • Approved training programme in a multi-crew
    environment, based on modern instructional
    systems design methodology
  • Greater emphasis on flight simulation training
    devices
  • Additional to existing requirements (No State
    becoming non-compliant if not adopted)
  • Medical Standards/Theory knowledge as for ATPL
  • Bridging provisions to the privileges for single
    pilot ops

Implementing the MPL
  • The tyranny of Article 33 of the Chicago
    Convention
  • No possibility of a proofing for the concept
    before adopting the Standards
  • In view of this, the ANC required
  • A complete risk assessment before the adoption of
    the MPL
  • The development of implementation guidelines,
    discussed later
  • A close oversight by ICAO and States of the
    implementation of MPL programmes, discussed later
  • MPL is not a cheaper alternative to pilot
    training nor a response to pilot shortage, but
    enable more focused training.
  • Adoption by the ICAO Council on 10 March 2006,
    for applicability on 23 November 2006

PANS-TRG
  • Procedures for Air Navigation Services (PANS)
  • operating practices as well as material
    considered too detailed for SARPs thatamplify
    the basic principles in the corresponding SARPs
  • PANS do not have the same status as the Standards
    and Recommended Practices. PANS are approved by
    the Council and recommended to Contracting States
    for worldwide application.

Upcoming Challenges
  • Pilot Shortage need to train 18,000 to 19,000
    pilots/year for the next 20 years.
  • Language proficiency
  • All pilots and Air Traffic Controllers must
    demonstrate competency in the language(s) used
    for radio telephony communications by 5 March
    2008.
  • If not demonstrated Article 39 b) requires an
    endorsement on the licence, and Article 40
    requires permission from all States whose
    territory is entered
  • Assembly Resolution A36-11 urges Contracting
    States to waive the permission requirement, for a
    period of 3 years if the State of issuance makes
    public its implementation plan
