    Departments of Health and Human Services,
    Education, Defense, and Veterans Affairs.
  • Research involving surveys or interviews
    involving children under other federal agencies
    is exempt if the data are anonymous or benign.

What is Expedited Review?
  • Expedited Review applies the same standards as
    full Board review
  • Expedited review is performed by the IRB Chair,
    or by one or more IRB members designated by the
    IRB chair
  • Expedited Review can approve or modify a proposed
    activity, but not disapprove it.

What makes a research activity eligible for
expedited review?
  • The research activity must fit one or more
    categories of the FDA/DHHS Expedited Review
    Categories List.
  • The research activity must involve no more than
    Minimal Risk.

  • Data involving existing or future materials
    collected solely for nonresearch purposes
  • Data from voice, video digital or image
    recordings made for research purposes
  • Research on individual or group characteristics
    or behavior
  • Research employing survey, interview, oral
    history, evaluation, etc. methods

Minimal Risk
  • Minimal risk means that the probability and
    magnitude of harm or discomfort anticipated in
    the research are not greater in and of themselves
    than those ordinarily encountered in daily life
    or during the performance of routine physical or
    psychological tests. (102(i))
