26What Foxborough Fire Rescue Needs !
a Daytime Fire Prevention Captain
- Serve as assistant to Deputy Chief in Fire
Prevention. - Serve as Safety Officer at Major Incidents
- Assist in Special Projects
- Serve as liaison to Stadium
- Augment day shift when it gets busy
27Day Captain
- Nothing new, requested in several budget years by
Chief Boswell. - 2000 Town Report pg. 70 The construction of the
new stadium is taking an - Inordinate amount of time from the schedules of
both the Chief of Department - and the Deputy Fire Chief. Hence, the third year
request for a Captain to work - in the Fire Prevention Division as a Fire
Prevention Captain and Special Projects - Officer. This Captain would deal with the
demanding issues of the new stadium, - and also with the increasing needs of the Fire
Prevention Division. - New Code Compliance demands keep the Deputy
Chief very busy. - The new growth in town and regular inspections
have to be put on an over - taxed shift due to the fact that the deputy can
not handle the current work load. - As a result re-inspections of violations may not
be followed up in a timely fashion - and many times Inspections are cancelled and
rescheduled several times due to emergency calls.
The result is a loss of time and sometimes money
to citizens and local businesses
28Day Captain
-
- The diversity of the different occupancies at
Patriot Place will require a great deal of time
to inspect greater than an ordinary mall due to
the nature of the occupancies and the frequency
with which they are required to be inspected. - The North Attleboro Fire Chief was quoted in the
RKG study On the administrative side, with
inspections and other services, the mall in and
of itself generates about 20 hours of work per
week
29Day Mechanic
- More efficient use of mechanics time
- Avoid constant interruption
- Maximize the use of the maintenance bay at the
new station - Save on overtime costs
30Firefighter/ Paramedics
- Hire 4 Firefighter/ Paramedics in January 2007
- Hire 8 Firefighter/ Paramedics in July of 2007
- This would increase the current shift from six
to nine - Nine is the minimum number of personnel per
shift we need to - protect our growing population and the unique
challenges of - Patriot Place
-
Foxboroughs 1990-2000 Population Grew 11 ..the
Department Grew 100 .. From 12-24 Our 2006-2008
Population is Estimated to be 10-15 or More
31Implementation
- The 9 Firefighters would be deployed in this
manner - 3 Firefighters on an Engine
- 2 Firefighters on Rescue 1
- 2 Firefighters on Rescue 2
- 2 Firefighters on 2nd Engine or Ladder
32This would accomplish
- Getting us close to meeting the standard
- Providing a faster more efficient service to our
citizens - Enable us to staff two Ambulances and allow us
to capture more revenue - A significant reduction in recall and station
coverage overtime costs - Deploying the proper amount of Paramedics to
medical emergencies - May increase our ISO Rating and benefit the
insurance rates - Give us Manpower during construction and allow
us to have trained - Personnel prior to the opening of the project

35Funding Options
- Permit Fees 2,900,00.00
- Tax Revenue 2,000,000.00
- Create a Mitigation Fee in the case of N.
Attleboro (90,000 per year) - Ambulance Revenue (We expect an increase in
revenue due to - computerized EMS reporting. A 15-20 Increase by
MFD) - Fire Department permit fees
- In the past Four years the Fire Department Budget
has only been raised - 2.3 from tax revenue
36The Future
- Numerous Chiefs indicated to RKG that the
spin-off from their major - projects could not be overlooked or dismissed.
- What is Phase 4 of Patriot Place ?
- What is Patriot Place going to be like on game
day or the holiday season - which is peak football season
- Will the MBTA make Patriot Place a regular stop
- There is no question the Fire Department will be
impacted by this project. - Without an increase in staffing and a committed
minimum number of - Firefighters on duty the town and its citizens
will suffer.
