  • Objective
  • Determine which configuration option is the more
effective in meeting identified PNW needs.
  • Configurations
  • Configuration A DC terminus at Echo
  • Configuration B AC from Echo-Maupin -- DC
    terminus at Maupin
  • Two Generation Scenarios
  • Designed to stress the systemSouthbound (to
    California) and Westbound (to I-5)

22
Contingency Analysis (CNC Project Contingency)
23
General Findings
  • Many problems occur along the I-5 Corridor to
    effect e-w transfers for GS1 and GS2
  • A fewer number of facilities are impacted with
    the Echo configuration
  • Overloads are generally 3-6 lower on West of
McNary facilities for the Echo configuration
  • Previous studies of Olallie (similar to Maupin)
and Boardman (similar to Echo) without the other
projects modeled showed even better performance
    for Boardman (Echo option)

25
Modeling Options for Phase 1 Studies
  • Phase 1 Studies must model more than just the
    line to Canada
  • means the rating for the Line to Canada could be
viewed as dependent upon the construction of
    many projects
  • Modeling Options for Echo
  • Model only the Line to Canada -- not feasible
  • Model Line to Canada plus McNary-Echo
    BoardmanCoyoteEcho (IPC, PGE, AVISTA)
  • Provides sufficient Short Circuit Duty
  • Minimum construction but involves an unsponsored
    project (McNary-Echo)
  • Model Line to Canada plus Hemmingway-Echo (IPC)
    BoardmanCoyoteEcho (IPC, PGE, AVISTA)
  • Provides sufficient Short Circuit Duty
  • Model Line to Canada plus all projects currently
proposed for the Echo area -- rating could be
viewed as dependent upon the construction of many
    projects

25
26
Modeling Options for Phase 1 Studies (contd)
  • Modeling Options for Maupin-- would require
modeling for Echo described above and the
    following
  • Model only the Line to Canada -- not feasible
  • Model Line to Canada plus loop the
    Boardman-Olallie line (PGE) into Maupin
  • Model Line to Canada plus loop the AsheMarion
and the Buckley-Marion lines (BPA) into Maupin

26
27
Recommendation for Phase 1 Rating Studies
  • Proposed Plan of Service
  • SelkirkDevils Gap-Echo 500 kV AC double
    circuit
  • EchoCollinsville /- 500 kV DC bipole with
    third terminal at Cottonwood
  • Collinsville-Tracy 500 kV AC single circuit
  • Echo Modeling
  • Option 3 Model Line to Canada plus
    Hemmingway-Echo (IPC) BoardmanCoyoteEcho
    (IPC, PGE, AVISTA)
