History
  • Prior to 20th Century there was no formal
    registration process. Anyone could prepare maps
    and plans.
  • In 1907, Clarence Johnson introduced the first
    legislation to require engineers and surveyors to
    register with the state of Wyoming.

  • Registration is by the state, no national
    registry is maintained in the U.S.
  • In California the responsible agency is the Board
    for Professional Engineers and Land Surveyors, a
    division of the Department of Consumer Affairs
  • In some other countries registration is the
    responsibility of the equivalent of ASCE.

What Does Professional Mean?
  • 6701. Professional engineer defined
  • Professional engineer, within the meaning and
    intent of this act, refers to a person engaged in
    the professional practice of rendering service or
    creative work requiring education, training and
    experience in engineering sciences and the
    application of special knowledge of the
    mathematical, physical and engineering sciences
    in such professional or creative work as
    consultation, investigation, evaluation, planning
    or design of public or private utilities,
    structures, machines, processes, circuits,
    buildings, equipment or projects, and supervision
    of construction for the purpose of securing
    compliance with specifications and design for any
    such work.

  • Civil engineering embraces the following studies
    or activities in connection with fixed works for
    irrigation, drainage, waterpower, water supply,
    flood control, inland waterways, harbors,
    municipal improvements, railroads, highways,
    tunnels, airports and airways, purification of
    water, sewerage, refuse disposal, foundations,
    grading, framed and homogeneous structures,
    buildings, or bridges

What does Civil Engineer Mean?
  • (a) The economics of, the use and design of,
    materials of construction and the determination
    of their physical qualities.
  • (b) The supervision of the construction of
    engineering structures.
  • (c) The investigation of the laws, phenomena and
    forces of nature.
  • (d) Appraisals or valuations.
  • (e) The preparation or submission of designs,
    plans and specifications and engineering reports.
  • (f) Coordination of the work of professional,
    technical, or special consultants.
  • (g) Creation, preparation, or modification of
    electronic or computerized data in the
    performance of the activities described in
    subdivisions (a) through (f).
  • Civil engineering also includes city and regional
    planning insofar as any of the above features are
    concerned therein.

What does Civil Engineer Mean?
  • Civil engineering also includes the practice or
    offer to practice, either in a public or private
    capacity, all of the following
  • (a) Locates, relocates, establishes,
    reestablishes, or retraces the alignment or
    elevation for any of the fixed works embraced
    within the practice of civil engineering, as
    described in Section 6731.
  • (b) Determines the configuration or contour of
    the earths surface or the position of fixed
    objects thereon or related thereto, by means of
    measuring lines and angles, and applying the
    principles of trigonometry or photogrammetry.
  • (c) Creates, prepares, or modifies electronic or
    computerized data in the performance of the
    activities described in subdivisions (a) and (b).

Why have Registered Engineers?
  • Title protection - only registered engineers can
    use the title engineer professionally.
  • Practice protection - legal action can be taken
    against unlicensed individuals. In addition the
    practice of engineering is protected from
    encroachment by other professions. For example
    in the past the sanitary field was limited only
    to physicians the appraisal of land and
    buildings only to real estate brokers, and
    financial reports only to accountants.
  • Maintain the reputation of the profession
  • Improve technical competence - emphasize
    education.
  • Raise professional consciousness

Why should YOU be registered?
  • You have the ability to practice privately.
  • Your job in a company or government agency may
    exempt you. You can perform engineering work but
    may not approve plans.
  • If you are a partner in an engineering firm, and
    your name is part of the company name, you must
    be registered.
  • You gain an advantage in a search for
    employment.
  • You may need it to be eligible for promotion.
    For example at CALTRANS you must be registered to
    become an Associate Engineer

The Registration Process
  • An Engineer in Training must pass the FE exam.
    A student must have completed at least three
    years of engineering study to take the FE exam.
  • To take the PE an applicant must have passed the
    FE and have at least six years of qualifying
    experience.
  • Four years of experience is granted for a degree
    from an accredited engineering program.

The Registration Process
  • An applicant with a postgraduate degree in a
    school of engineering with a board-approved
    postgraduate curriculum may be granted credit for
    up to one year of qualifying experience.

  • Title registration
  • For purposes of this chapter, an authority to
    use the title structural engineer, soil
    engineer, soils engineer, or geotechnical
    engineer is an identification of competence and
    specialization in a subspecialty of civil
    engineering and necessitates education or
    experience in addition to that required for
    registration as a civil engineer.
  • To become a structural engineer, an additional
    examination is necessary. The exam consists of a
    nationally administered portion and a
    California-specific portion.
