3
PUBLIC RECOGNITION OF THE PROBLEM
Orange County Shoreline Feasibility Study
  • In the recent past, the Orange County shoreline
has been plagued with increased levels of
bacterial loading in the coastal waters.

4
Public recognition of the Problem (cont)
  • Microbiological Indicator Organisms
  • (from previous environmental studies)
  • Total Coliform - collection of relatively
harmless microorganisms that live in large
numbers in the intestines of man and warm- and
cold-blooded animals. They aid in the digestion
    of food.
  • Fecal Coliform - A specific subgroup of this
collection is the fecal coliform bacteria, the
most common member being E. coli. These organisms
may be separated from the total coliform group by
their ability to grow at elevated temperatures
and are associated only with the fecal material
    of warm-blooded animals.
  • Enterococci - formerly Streptococcus. they
inhabit in humans and other animals the
gastrointestinal tract and the female genital
    tract.

5
STUDY AUTHORIZATION
  • Current Authorization
  • Energy and Water Development Appropriation Act
    for FY 2000 (PL 106-60), dated Sept. 29, 1999

Orange County Shoreline Feasibility Study
  • Identifying problems and opportunities
  • Inventorying and forecasting conditions
  • Formulating alternative plans
  • Evaluating alternative plans
  • Comparing alternative plans
  • Selecting a plan

11
FEASIBILITY STUDY
Orange County Shoreline Feasibility Study
  • Purpose
  • - Document the Planning process and all
assumptions and rationale for decision making,
    including National Environmental Policy Act
    (NEPA).
  • - Choose a Plan expected to produce the most
economic benefits from among various alternatives.

12
FEASIBILITY STUDY (cont)
Orange County Shoreline Feasibility Study
  • Goals
  • - To evaluate the sediment and water body
    contamination sources.

    patterns.
  • - Prepare an initial Watershed Management Plan
to alleviate any adverse impacts to the nearshore
    coastal ecosystem.
