2 Why is mobility of researchers important?
- The exchange of people is the most solid basis
for a strong international research cooperation. - It facilitates mutual understanding and ensures a
better use of the funds available for common
projects. - Mobility is specially important between regions
with big cultural differences, such as Europe and
China.
33 Main Opportunities
- The EU offers 3 main channels for EU-China
researchers mobility - Marie Curie Fellowships
- IRSES International Research Staff Exchange
Scheme - STF Scientific Technology Fellowship Programme
4Marie Curie Fellowships
- The original aim of these fellowships was to
promote transnational researchers mobility within
the EU - An international fellowship programme was created
to encourage EU researchers to move outside the
EU and vice-versa - There are no country-specific programmes Chinese
candidates are in direct competition with US or
Indian candidates - During FP6, results for China were poor 61
Chinese researchers and only 1 EU researcher
5Marie Curie Fellowships
- Outgoing International Fellowships For European
researchers who want to work in China - Mandatory Return Phase
- Incoming International Fellowships For Chinese
researchers who want to work in the EU - Non-mandatory Return Phase possible for Chinese
researchers - At least 4 years after graduation (post doc)
- Proposal submitted by the researcher together
with the host organization (if return phase, 2
host organizations) - For 1 to 2 years (0.5 to 1 year return phase for
OIF) - Salary plus contribution towards research related
costs

Scheme
- Objectives
- Strengthen research collaborations with the rest
of the world - Strengthen sustainable research partnerships
between research institutions (not mobility
programme for individual career development!) - ST agreement and Neighbourhood policy countries
- Based on joint programmes, with commitment from
both EU/AC and Third countries
Associated Countries to the RTD Framework
Programme Croatia, Turkey, Switzerland, Iceland,
Lichtenstein, Norway, Israel

- Participation rules
- Partnership min. 2 independent EU/AC research
organisations of at least 2 different countries
and one or more organisations in a third country - Coordinator from EU/AC
- Duration of Partnership 2-4 years

- Exchange programme
- Multi-annual joint exchange programme
- Short term exchanges (up to 1 year per person)
- Researchers, management, technical staff
- Exchanges to/from Europe (not between EU/AS
partners) - Staff are seconded (maintain salary in
institution of origin and have the right to
return) - Partner institutes select their staff for
exchange - No restriction for size of programme

- Financial rules/Community contribution
- Balanced exchange expected from/to Europe (in
person years) - Each partner funds its own outgoing researchers
- Community contribution for EU/AC partners
- Fixed 1800/person/month (incl. travel,
subsistence) - Only for EU/AC partners
- Non-EU/AC partners may apply their own rates
- Community funding of ICPC and Neighbourhood
policy countries in exceptional cases

- Financial aspects for partners from third
countries - Need for own funding to cover costs of
researchers coming to Europe (matching funds) - These may come from
- A public programme
- Own resources of the institution
- Importance to plan public funding Contract
negotiations will start in July 2008 - Requests for Community funding may be granted
exceptionally on a case by case basis
13STF Science Technology Fellowship
- Objective To promote the mobility of European
researchers to China, not vice-versa - STF is a country-specific programme targeted to
China - STF is an individual fellowship programme
- Targets young researchers interested in China
- The first phase is a 6-month Chinese language
training - The second phase is a 18-month research practice
in a top-quality Chinese institution - The candidate needs a sending institution in the
EU and a host institution in China
14STF Science Technology Fellowship
- STF is NOT part of the Seventh Framework
Programme - First call will be launched in 2008 the first
group of fellows will be in China next October - The long-term objective is to have 100 fellows
per year
