Did You Know?
  • There are 100,000 carers in Surrey
  • There are 10,000 travellers in Surrey, the 4th
    largest traveller population in the UK
  • There were 10,000 new National Insurance
    registrations in Surrey during 2006-7 4000 of
    whom were from EU Accession countries. 2000 of
    whom were Polish.
  • There are nearly 1,500 homeless people in Surrey
  • There are 17,000 lone parents households in
    Surrey
  • There are 4,000 adults in Surrey with class A
    drug problems
  • Offending costs 11 billion in the UK each year.
    Surrey Probation deals with 1100 cases per year.
  • 645 learners attended supported learning (SCC)
    courses in 2005

COMMUNITIES?

ESOL in the Community
  • How can we help the asylum seekers who are no
    longer funded?
  • The impact of new fees policy on ESOL enrolments
    could be examined.
  • SCC Family Learning are able to provide Family
    ESOL (up to 96 hours) in schools. Is this offer
    widely known and utilised?
  • ESOL fee subsidies are available for people on
    benefits or tax credits, but can the learners
    read the forms to apply for relevant benefits?
    Could we promote benefit clinics?
  • Are there fee disparities between providers for
    ESOL courses in Surrey? Has this caused learner
    movement?
  • What are quotas, and are they likely to be met
    early?

Confederations for Communities
  • There are at least 5 school confederations in
    South East Surrey
  • Federations have facilities like classrooms,
    sports facilities, halls, computer suites and
    libraries which could be used after hours
  • In striving to become Extended Schools, many
    federations are looking to develop their adult
    learning offer and are looking for partners to
    help them.
  • A partnership approach between schools and
    adult learning providers is needed

Reaching Rural Surrey
  • South East Surrey is very rural in nature.
  • Providers are reporting that larger and larger
    class sizes are needed to make community courses
    viable.
  • Lack of public transport is often cited as a key
    barrier to accessing services
  • Demand for courses in rural areas may not meet
    minimum class size quotas, but it does not mean
    that a demand or need isnt there.
  • Is there a partnership solution?
  • How do we advertise in rural areas?
  • There are however many public venues and
    community halls in rural locations

Caring Approaches For Carers
  • Carers are often offered home-learning, but want
    to learn with others to increase their social
    networks outside the home
  • Carers want to come to classes but face multiple
    barriers cost, availability of respite care,
    time and location, lack of transport
  • Carers need help to get back into work but may
    not be eligible for support as they could have
    qualifications over level 2
  • Carers want to be able to access confidence
    building and work skills sessions
  • Receipt of carers allowance does not
    automatically trigger fee reductions, making
    course costs prohibitive

Every Parent Matters
  • There is a need for more parenting classes in
    South East Surrey but it is unclear who can fund
    them.
  • FE Partners have expressed an interest in
    offering progression routes on from Family
    Learning in South East Surrey
  • Teenage parents may be accessing a range of
    projects and support services, but are their
    Skills for Life needs being addressed?
  • Surrey is developing excellent Childrens
    Centres. Are these being used to their full
    potential?
  • How can we work together to provide more for
    families, make schools better informed, and make
    more use of family venues?

Capital Investment
  • Between 10-12,000 is available to fund capital
    community learning equipment.
  • Funding is for the voluntary and community sector
    to develop capacity.
  • Proposals to be put forward to this Partnership
    by early 2008

How to Prioritise?
  • There are many geographical areas of need with
    very localised statistics available to help us
    pinpoint hotspots of need or particular
    societal characteristics.
  • There are many different types of learners (and
    more importantly non-learners) we could focus on
    attracting to make a real difference to their
    lives.
  • What priorities does your organisation set for
    widening participation to hard to reach
    learners and what targets are set?
  • How can we work together to better address the
    needs of these priority learners?
