- Closure of dedicated beach parking for private
usage. (Partial closure 2004 Full closure July
2006) - Attempt to PERMANENTLY reduce parking capacity.
- FDOT 6 NOT being forthright with Surfrider.
- FDOT 6 NOT following staff recommendations.
- Lack of FDOT 6 discipline, fostering decades of
poor stewardship harming the public.

9FDOT Protects the Publics Interest
10Bal Harbour WCI ignore FDOT
- Bal Harbour signs exclusive use agreement with
WCI anyway. - Bal Harbour collects 300,000 in fees to exclude
the public.

file.
12Recently revealed emails show what stopped the
right thing from being done.
These documents discovered via 4/14/07 public
request of Gus Pego emails.
13Surfrider and the people we represent were denied
a seat at the decision making table.
14Meanwhile.FDOT 6 at the time promises Surfrider
they will resolve problems and keep us informed.
15Surfrider learns second hand that information is
being withheld.
This document was found online as a supplemental
to Bal Harbour Village December 19, 2006 Council
Meeting. Document supplied to Village from FDOT.
(Document not found in FDOT permanent file.)
16Members Friends of Surfrider react, hundreds of

23FDOT 6 Ignoring Staff Recommendations for
disciplinary action.
Letter was sent and not followed through upon.
24FDOT 6Ignoring Staff Recommendations fosters
continued poor stewardship.
25Current Status
- Permit being issued to Bal Harbour Village
authorizing permanent reduction of parking lots
(Gus Pego). - NO FDOT collection of funds the Village gained
from illegally sub-leasing. (Despite staff
recommendation) - North Parking Lot still closed to public.
- North Lot being used for private construction
staging, contrary to lease and promises of return
to public use. - No Termination of Lease for cumulative and gross
violations, despite sending certified letter to
Village.
26No Civil Drawings in permanent file on 4/12/07
when Surfrider specifically requested to see them.
A public workshop was held to discuss the change
in parking design. That meeting was only noticed
to Bal Harbour residents. Even so, the
overwhelming sentiment was leave the parking lots
alone.
27Surfrider notifies FDOT 6 that the permit seems
invalid without Civil Drawings and Letter from
Secretary Martinez.
28Village attempted improvements without properly
notifying FDOT

Maximizing Parking Capacity on FDOT property
should be the goal
Bal Harbour Village has allotted ZERO land for
beach access or public parking to access the
beach. Only public beach parking is on FDOT
property. Only beach access point is an easement
granted by the Harbour House Condominium
Association in 1970 (currently closed by Village
for benefit of WCI).
31Override Lobbyist interference, require FDOT 6 to
institute staff recommendations and certified
letter.
32Errr, on the side of the Dade County public if
title cannot be produced.
- Lease has very specific protections for parking
and public beach access. - Dade County donated the land for bridge
construction. - FDOT has been unable to produce title to property
despite being public record requested in November
2006.
