Step -1

• Open a new document in Photoshop and load an
  image you would like to warp.

• Select the layer that you would like to warp

• If desired, select a subsection of the layer such
  as the Lasso Tool or the Rectangular Marquee Tool
  in the Toolbox

• Select Edit gt Transform gt Warp.
• Start warping the image.

• Alternatively, activate the Transform tool with
  CtrlT. With the Transform tool active, you can
  also just right click on the selection and select
  "Warp" to get the same effect.
