Aquaculture

• Aquaculture refers to commercial farming of
  seafood such as fish, prawns and crabs.
• The produce is either sold fresh or in processed
  form in domestic and export market.
• Aqua animals found in India can be divided into
  two categories marine animals such as shrimps
  and crabs and inland fresh water fish including
  Rohu, Catla, Mrigala, Grass Carp.
• The growth of the aqua industry has spurred the
  growth of a large number of supporting industries
  such as manufacturing fish feed and
  equipment/products for catching and processing
  fish.

Growth of Aquaculture in India

• India is the second largest country in the world
  to produce fish from aquaculture (42.10 lakh
  tons).
• It contributes around 6.3 in global
  aquaculture..
• Looking at the large potential of aquaculture,
  Prime Minister Narendra Modi has called for Blue
  Revolution.
• The Ministry has merged all the existing schemes
  and started a INR 3000 crore umbrella scheme Blue
  Revolution Integrated Development and Management
  of Fisheries.

Why Telangana?

• Telangana ranks third in India in fishing
  resources with 587,000 hectares of fishable area,
  but it is ranked eighth in fish production,
  having produced 220,000 tons of fish in 2016,
  according to state fisheries ministry.

Government Support for Aquaculture

• The State government has extended 100 per cent
  grant for fish seed distribution to all gram
  panchayats in the State.
• Logistic support is already being provided to all
  the District Fisheries Offices to monitor the
  stocking activity.
• The National Cooperative Development Corporation
  (NCDC) has accorded financial assistance to the
  Telangana State Fisherman Cooperative Societies
  Ltd (TSFCOF) for development of the fisheries
  sector in the State with an outlay of Rs 1,000
  crore
• The State government would soon introduce an
  Integrated Fisheries Development Scheme, under
  which there would be 100 mobile fish retail
  outlets, 50,000 vending units on mopeds, 1,000
  vending units in autos, 400 portable fish vending
  kiosks, 200 hygienic fish transport vehicles and
  60 insulated trucks

Facts

• Indias Telangana state has signed an agreement
  to have the Central Inland Fisheries Research
  Institute (CIFRI) study the states fish
  production.
• CIFRI and the Indian Council of Agricultural
  Research (ICAR) will undertake the study in 2018.
• The survey is part of a larger investment into
  fisheries and aquaculture in Telengana.
• In 2018, Telanganas government had also
  allocated INR 10 billion (USD 156 million, EUR
  130 million) for integrated fisheries development
  project, including supplying fish seedlings free
  of cost.
• As of 10 December, 2017, the state has released
  510 million fish fingerlings, as compared to 270
  million fish fingerlings released last year.
• It has also released 15 million shrimp larvae
  into six reservoirs to promote prawn production
  on a pilot basis.

Farmers opting for Aquaculture

• Farmers in coastal Andhra Pradesh are turning
  away from traditional agriculture.
• And taking to aquaculture like fish to water. So
  much so that in the state, the land under fresh
  water and brackish water aquaculture has seen a
  fivefold increase to 82,000 hectares in the last
  three years..

• Start up cost per hectare for agriculture is
  between 12,000/- to 15,000/- annual
• It is labour Intensive
• Profits close to 30,000/- per hectare
• The capital investment is higher at Rs. 50000 but
  operating costs are lower as lesser labour is
  required

Challenges for Aquaculture in Andhra

• Andhra Pradesh's 974-km-long coastline and large
  areas of adjacent flatlands offer a positive
  geographical package.
• However Little literature on fish farming is
  available, and what can be got is in English and
  not the Telugu, the local language.
• Technicians are few and far between, and farmers'
  methods are mainly based on hearsay.
• Lack of information on techniques could prove
  costly, especially in the area of disease
  prevention, as diseases could ruin entire crops.

Positive Signals

• The Andhra Pradesh Shrimp Seed Production, Supply
  and Research Centre is doubling its seed
  production capacity to 80 million by pumping in
  Rs 1.27 crore to meet the state's requirement of
  320 million.
• It also plans to launch a new Rs 2.67-crore
  shrimp project, under which it will set up 12
  hatcheries that will supply quality seeds to the
  farmers.
• World Bank is pitching in, with a Rs 88-crore,
  five-year developmental project which will start
  this year. It will promote shrimp cultivation in
  3,810 hectares and pisciculture in 15,000
  hectares along the state coastline.
