  the engine, if a starter motor fails, the vehicle
  won't turn over.The starter motor may need
  replacing if its not turning fast enough or if
  the part is seized.

WHAT DOES A STARTER MOTOR DO?

• The starter motor is an electrical motor attached
  to the engine's flywheel that assists in starting
  the car engine. As you turn the key to start the
  car the starter motor is activated and will drive
  the flywheel to start the actual engine. Once the
  engine has started the starter motor will
  automatically switch off.

• Vehicle does not start. The most obvious warning
  sign that a problem with the starter relay exists
  is when the vehicle won't start when you engage
  the ignition process.
