  • The NYC Façade Inspection Safety Program (FISP),
    is similar in many ways to Local Law 11 (and less
    of a tongue twister!), and requires the owners of
    buildings in NYC that are higher than six
    stories, to have their exterior walls and
    appurtenances professionally inspected every five
    years.
  • In addition, building owners must file a
    technical building façade report with the New
    York City Department of Buildings. The purpose of
    the law is to guarantee safety, and ensure that
    nothing is able to fall off, or out of the façade
    of a building, causing a hazard to anyone below,
    or in the vicinity.

  • In the 80s and 90s, a number of terrible events
    were recorded in which pieces of buildings
    somehow become dislodged and fell to the ground
    below, causing significant harm to individuals
    walking by.

  • What will happen during a Local Law 11
    inspection?
  • Carried out by a Qualified Exterior Wall
    Inspector or QEWI (someone who is either a New
    York State registered architect or a New York
    State professional engineer with at least one
    year of experience), the inspection involves a
    critical assessment of the appropriate sides of
    the building, in which they will pay attention to
    issues such as loose bricks, bulging masonry or
    cracks. They will also use specialist equipment
    and tools to check whether there might be any
    unseen problems lurking beneath the surface.

  • How does Local Law 11 affect NYC building or home
    owners?
  • If you see scaffolding erected on a building in
    New York City with six stories or more, you can
    assume that Local Law 11 is responsible unsafe
    building facades are a common problem, and with
    inspections happening every five years, its
    little surprise that so many of them take place.
  • Its important to recognize that most inspections
    will not be dealt with overnight, and that
    scaffolding may be something you and other
    residents of the building are forced to live with
    for an indeterminable amount of time.

    in your monthly common charges or maintenance,
    and note that it isnt cheap. While costs will
    vary according to the type of building and the
    materials used, among others factors, the average
    Local Law 11 inspection can cost as much as a few
    hundred thousand dollars, and with the addition
    of a 265 filing fee plus penalties for failing
    to file, the total amount can quickly skyrocket.
  • However, to put it in perspective, if youre a
    NYC homeowner, you might be looking at paying
    around 500 a year to comply with Local Law 11,
    although this is just to cover the cost of the
    inspection should any issues be found and need
    to be rectified, the cost to fix them would
    naturally bump up the price you have to pay.
