Recommendations on Teacher Training

• Statewide comprehensive professional development
  program for Californias staff who serve English
  Learners.
• Revisit SB 2042 credentials.

Recommendations on Reclassification/Redesignation

• Bridge/transitional program to assist
  reclassified ELs attain academic English.
• Revise current reclassification criteria and
  Annual Measurable Objectives

Prop 227 Parental Waiver Notification

• Require districts to notify parents of rights to
  request a waiver and place students in
  alternative programs and CDE to monitor.

Curriculum/Instructional Materials

• Pilot best practices programs with 50,000 ELs.
• Require development of instructional materials
  that integrate both the ELA and ELD standards.

Assessment

• CAHSEE booklets in multiple languages.
• Pre-CAHSEE in middle grades
• Modify CAHSEE and other assessments to remove
  linguistic complexities
• Standardize testing accommodations for ELs
