Conclusions (1/3)
  • a) The Safety Indicators established through the
    EUROCONTROL Safety Measurement and Improvement
    Programme adequately meet all safety needs for a
    proactive monitoring and improvement of ATM
    safety
  • b) The existing AST process is detailed enough to
    capture low level safety trends and key risk
    areas, and no additional safety indicators could
    be identified by SRC
  • c) The safety indicators established through the
    EUROCONTROL Safety Measurement and Improvement
    Programme can also easily support the production
    of a limited number of higher level indicators,
    sufficient to monitor compliance with
    EUROCONTROL's strategic safety objectives

  • d) SRC should seek to derive high-level safety
    indicators from the comprehensive existing
    structure, to address PRC proposals and intends
    to report accordingly to PC through its Annual
    Safety Report
  • e) Further efforts should be put in place to
    ensure the harmonised investigation and severity
    assessment of the safety occurrences in order to
    avoid a misleading picture at ECAC level
  • f) The major issue today is the lack of reliable
    and consistent safety data from States in order
    to meaningfully populate all safety indicators
    introduced by the adoption of ESARR 2
  • g) States have very few qualified resources
    available to report and investigate safety
    occurrences in ATM, and to populate the national
    Annual Summary Templates

Conclusions (3/3)
  • h) The majority of industry targets are in terms
    of normalised accidents and related injuries. No
    other segment of the industry has targets for
    safety indicators derived from incidents
  • i) At present, the ECAC safety minimum developed
    by SRC and based on the safety objective of the
    ATM Strategy for 2000 is considered a consistent
    and adequate target for ATM as well as a means to
    support the initial implementation of ICAO Annex
    11, Section 2.26. No additional targets are
    recommended today.
  • j) It is inappropriate at this stage to establish
    safety targets relating to all ATM safety
    indicators. To do so would risk jeopardising the
    currently fragile reporting system however,
    there is value in investigating the extent to
    which targets can be set for those incidents
    classified as serious incidents.

Proposed means of Compliance to ESARR 4
  • LVNL have put forward (via the Netherlands SRC
    Commissioner) a method for deriving the ESARR 4
    Target Level Of Safety to the level of the ATM
    sub product.
  • This is considered by SRU to be a proposed
    acceptable means of compliance (AMC) to ESARR 4
    and will be assessed as per SRC Doc 9 Process
    for establishing AMC to ESARR
  • SRU, will therefore arrange an AMC expert panel
    meeting and request interested parties to attend.
