Partitioner (AGCEP)

• AGCEP is a new graph partitioning software in
  which size constraints are gradually enforced.
• Our AGCEP outperforms hMetis in (k-1) cost metric
  by 14, on the average, for ISPD98 benchmark
  circuits, while the cut costs are similar. (by
  spending 2.4 times CPU time)
• (k-1) metric is appropriate to estimate routing
  cost since one needs to make (k-1) routes to
  connect a k-pin net.
