what is regulated
- Categorisation and utilization
- Transport and recording
- Forwarding
- Admission of processing firms
- Treatment
- Processing and utilization
- Clearance
- Limitation of utilization
3Animal by-products - Origin
- Animal by-products (animal by-products) are whole
animal - bodies, animal body parts, or products of animal
origin, as - defined by Articles 4, 5 and 6 of the Regulation
(EC) No. - 1774/2002, that are not intended for human
consumption. - Animal by-products originate, among other
sources, from - Slaughter
- Meat processing
- Dairy processing
- Retail food trade (formerly food of animal
origin) - Restaurants, catering establishments as well as
industrial and household kitchens (kitchen waste
and leftovers of animal origin) - Agriculture.
4Selected animal by-products of category 1
- All these materials come from risk areas
- All body parts from animals suspected of being
infected by TSE ( Transmissible Spongiform
Encephalopathy) - Pet animals, zoo animals, circus animals
- Experimental animals and animals used for other
scientific purposes - Wild animals when suspected of being infected
with communicable diseases - Specific risk materials (SRM)
- All animal materials collected when treating
wastewater from Category 1 processing plants - Catering waste from means of transport operating
internationally
5Selected animal by-products of category 2
- These materials do not come from risk sectors but
are of an - origin that may be subject to animal epidemics or
contamination - as well as animal by-products that do not come
directly from - food production or that reveal defects.
- Manure and digestive tract contents
- All animal materials collected when treating
wastewater (e.g., from slaughterhouses) - Animal products containing drugs
- Animals or animal parts that do not fall into
category 1 and are not slaughtered for human
consumption (diseased animals, animal epidemics,
etc.) - Colostrums and milk unfit for consumption (e.g.,
containing inhibitors) - Floatation sludge or pressure filter residue from
fattening and slaughter operations - Liquid and solid manure
6Selected animal by-products of category 3
- These materials were basically fit for human
consumption - or resulted from processes that do not give any
indications - of communicable diseases.
- Body parts of slaughtered animals
- Blood, skin, hooves, feathers, wool, horns, hair
and hides of animals, with no clinical
indications of communicable diseases - Bones and greaves
- Blood from animals other than ruminants that were
slaughtered in a slaughterhouse - Kitchen waste and leftovers (including left-over
vegetable oils), which are assigned to biogas
facilities or composting - Former foodstuffs of animal origin
- Milk and milk products as well as waste and
by-products from dairies and cheese-making
operations - Egg shells
7Limitation of utilization (Art. 22) EU
Directive 1774/2002
The following utilizations are forbidden
- Feeding of one species with treated animal
proteine of the same species - Feeding of farm animals with kitchen- and food
waste - Deployment of organic fertilizers on grassland
(besides liquid manure)
8Consequences utilization possibilities
- Future Separation of flows of material regarding
species and categories and circuit
fat
Chemical industry
meal
incineration
Slaughter
9Separation at municipal level
- mixed material is always Categorie 1 material
- Categorie 3 material can only be provided at
collection points when slot in container is
supervised - no separation between Categorie 1 and Categorie 2
material (efficiency)
10Example of Collection vehicle with 2 compartments
Red container - hazardous
Categorie 3
Categories 1 and (2) - SRM
11Example for Costs of collection systems
- Container pickup
- Collection of small containers
- pickup of carcass
12Amount of animal by-products in Austria
13Recovery and disposal in Austria
14Animal by-products in processed form (animal meal
and animal fat)
- Animal by-products of Categories 1 and 2 are, if
animal meal and animal fat are produced,
processed under high-pressure sterilisation. - Animal meal and animal fat of Category 1 are
disposed of in waste incineration plants, thermal
power stations or cement plants in order to use
the energy content. - Apart from incineration, animal meal and animal
fat of Category 3 can also be processed in
recovery or in biogas plants.
