REVIEW OF PROJECTS APPROVED SINCE 1958

• The World Bank supported 57 projects in since
  1958
• Many of these projects were located outside
  Darfur irrigation, general agriculture, and
  infrastructure,
• Reviewed 13 rural development projects with
  components located in Darfur and Kordofan
• Also reviewed the three education projects which
  covered all of Sudan
• Other projects located in Darfur and Kordofan
  were railway and road projects lessons very
  generic not reviewed in detail
• Obviously many projects financed by other donors
  e.g. Jebel Marra rural development (UK) started
  in 1958
• Have also arranged for a review of rural
  development projects by Dr. Babo Fadlalla

• Lack of government ownership
• Conflict between state and central governments
• Co-financiers not collaborating
• Elite capture
• Under estimating complexities such as remoteness
• External training led to brain drain

• Lack of relevant technology packages
• Incompetent procurement of goods and services
• Uncertain flow of government and donor funds
• Exchange rate fluctuations

  resources for own purposes
• Projects get dismantled by local authorities
• Support services to farmers and pastoralists not
  maintained
• Market for factors of production not developed
