Divisional Level Monitoring
  • Why we select divisional level monitoring
  • In the administrative hierarchy the division
    represents the lowest level
  • Variety of development activities are taking
    place at this level.
  • No adequate monitoring and co-ordination
    mechanism at present to assess the performance at
    this level.
  • As such M/PDI initiated action to conduct a
    diagnostic survey to identify priority
    development problems in the divisional level
    covering all 324 Divisions Island wide.

Identification of Development Priorities and
problems
  • This diagnostic survey was carried out to
    identify priority development problems,
    potentials and take corrective measures at the
    divisional level.
  • And also to get involved all the stakeholders,
    I.e. Public, Private and NGO sectors in
    formulating and monitoring development projects
    at divisional level
  • Accordingly a questionnaire was prepared
    covering almost all the sectors as given below at
    the divisional level.

    encroaches or illegal occupants in the crown
    lands.

    shortage of water - Low land - 37 ha.
  • High land -
    556 ha.

  • Data collected at the source - D.S Division
  • Information is available for anybody anywhere

Pilot Project
  • Information is being collected for all the
    divisions
  • Nuwara Eliya District has been selected to link
    online with NOR as a pilot project
  • Software ,hardware provided and necessary
    training has been given
  • Developed a monitoring format to monitor the
    performance . Initial information collected used
    as a baseline data and thereafter monitoring to
    be done biannually or once in 6 months

Benefits Expected
  • Since division is the lowest level of
    administration set up proper link can be maintain
    with the division
  • Once we identified priority development problems
    , the future plans can be decided accordingly.
  • It can avoid ad hoc planning existing at present
    and investment can direct to the identified
    problem areas.
  • Policy reforms can be taken based on the
    divisional information
  • Provide interaction with citizens
  • Improving Transparency , accountability and good
    governance.
