Selected Relevant Experience
- Developed internet strategy for a U.S. State to
determine the extent, emphasis and functionality
of the state website. - Developed standards for customer access and
service for the U.S. Postal Service, using
financial modeling, network analysis, client
working sessions and existing customer research.
USPS in the process of finalizing and announcing
new standards. - Identified causes of lost business among major
accounts of the largest U.S. truck leasing
company developed tools and organization to
address needs of major customers to strengthen
relationships and build key accounts. All
recommendations adopted. Retention improved
significantly in the year following the project. - Developed a new planning organization for a
multi-billion dollar business unit of a Class I
U.S. freight railroad. Business units haphazard
planning had hobbled its operational performance
and limited its ability to win capital resources
from corporate parent. Organization developed by
client. - Identified supply chain synergies among four
separate divisions for an international
pharmaceutical manufacturer. Analyzed growth and
changing nature of demand, impact of evolution of
distribution channels, over-capacity of
distribution infrastructure, and incompatibility
of IT support systems. Facilitated
cross-divisional task forces among division
managers. - Co-authored report on the European railway supply
industry for the European Commission.
Interviewed board members of national railways
and CEO of rail suppliers. Report frequently
quoted within industry. - Assessed the state of competition within U.S
domestic non-contiguous maritime trade (e.g.
Hawaii) for a group of U.S. shipping lines.
Clients submitted report to the U.S. Dept. of
Transportation as part of their successful effort
to prevent changes to existing Jones Act
legislation. - Assessed performance and market position of
competitors of an international railway supplier
prior to its merger with one of the competitors
analyzed. Merger created new market leader.
Background Mr. Saxe is a Senior Manager in the
Strategic Services practice, located in the
Wellesley, MA office, and a member of the
Government market unit. Prior to joining Andersen
Consulting in 1997, Mr. Saxe worked for Mercer
Management Consulting for two years, and prior to
that, for Roland Berger Partner in Berlin,
Germany for five years. Mr. Saxe has spent much
of his consulting career working with
transportation enterprises in assessing their
relevant markets for growth opportunities. Mr.
Saxe has served as a frequent commentator on the
world railway industry for Railway Gazette. Mr.
Saxe has an A.B. Magna Cum Laude from Harvard
College and a J.D. from Harvard Law School. He is
