• No guarantee of service for DoD Teleport use

• No bandwidth portability

• Are commercial Teleport services providing proper
  HNFA? TDMA networks allow numerous user schemes
  while maintaining same frequency plan (HNFA
  remains in effect)

• Develop ROE for DoD Teleport use and board
  requirements to ensure antennas on satellites
  with viable footprints are used

• Remains a challenge
