But first who are we?
  • Large independent consultancy
  • Based in Cambridge for 30 years with approx 535
    staff located over 4 x buildings on Station Road
  • Key Business Streams for Cambridge Office
  • Buildings and Infrastructure (incl Transport)
  • Water and Environment
  • Health and Education

Secondly Who am I?
  • Office/Facilities Manager for Cambridge office.
  • As well as facilities management of premises
  • responsible for Health Safety
  • Local Environmental Practice Policy (LEPP)
  • Manage the central support service functions.
  • Under LEPP comes responsibility for the office
    Travel Plan and subsequently provision for
    parking cyclists and motorists

Why introduce Car Park Management?
  • During 2005, Mott MacDonald lost the availability
    of an overflow parking facility when Railtrack
    sold the land for property development.
  • The overflow parking on Station Road provided an
    additional 50 parking spaces a major impact on
    facilities provided.
  • At this time, the Cambridge Local Transport Plan
    was advocating a move towards reducing traffic
    out of the city centre and reducing business
    parking in line with government policies.
  • This was a good moment in time to consider an
    office Travel Plan and a system of managing what
    parking was available.

Car Park Problems Identified
  • Number of staff requiring a parking bay far
    outweighed the number of bays available.
  • Each of the 4 main Divisions had its own unique
    travel issues.
  • Over and above the need for staff parking, there
    was an additional requirement for temporary
    parking for 4 x company vehicles and often on a
    daily basis another 6 x hire vehicles could be in
    the car park.
  • Cyclists were crying out for further amenities

Some Facts and Figures!
  • Based on information gathered when producing the
    Cambridge Office Travel Plan, the following
    figures were identified
  • 535 Staff based at the Cambridge Office
  • 50 Staff work from home (Education Division)
  • Total number of parking bays over 4 premises
  • 125 Actual number of bays available for staff.
  • Cycle parking facilities
  • 2 Bays available for Motor Bikes.
  • 62 of staff live outside the 5mile radius of
    Station Road.

Some Facts and Figures (2)!
  • The 2007 Travel to Work Survey threw up the
    following numbers
  • 140 x Cyclists.
  • 91 x staff using Train service.
  • 64 x staff walk regularly to work place
  • 20 x staff use the bus service.
  • 238 x potential drivers looking to use 125
    parking bays!

How to go Forward?
  • Car Park management to be included within the
    Office Travel Plan.
  • Travel Plan Steering Group to include a
    representative from each Division, but not
    necessarily senior staff.
  • Suggestions from Steering Group included radical
    ideas such as
  • Senior management to lose automatic right to a
    parking bay.
  • Staff to pay for right to park
  • A compromise was eventaully reached!

Summary of Car Parking Policy
  • Each Division was allotted a proportionate number
    of parking bays per building.
  • Each Division could allocate parking bays to
    staff to meet the divisions specific needs.
  • Each Division would nominate a car park
    administrator to ensure proper allocation of
    spaces.
  • Car park bays were numbered to avoid confusion.
  • Car sharing was promoted.

Summary of Divison Options
  • Parking priority to those who car share and to
    anyone with mobility difficulties.
  • One Division chose Senior directors will be
    allocated a bay.
  • Another Division chose All staff will be
    included on the rota.
  • Parking Bays will be allocated on a Friday for
    the following week.
  • All staff requiring parking will be allocated on
    a rota basis alternative arrangements must be
    made during a week when no parking is allocated.

What goes Wrong a few examples!
  • Someone parks in the wrong bay this leads to a
    domino effect very time consuming to rectify.
  • Someone brings their car to work without
    previously booking a parking space. Usually
    results in illegal parking and frayed tempers.
  • Host forgets to book a visitors space for his/her
    vistor(s) who in turn is determined to park
    their vehicle in the car park! Frustrating to all
    parties concerned.
  • Home based staff come into office for monthly
    meet assume there will be a parking space
    available because they are staff!
  • Multi-occupancy premises - conflict between
    tenants.

How to Reduce Tensions?
  • Include staff as far as possible at the decision
    making process. (Staff Councils?)
  • Use office Travel Plans to keep staff informed of
    all aspects of travel issues incl parking
    policy as well as alternative public transport
    options.
  • Maintain transparency at all times with staff as
    to how the system works.
  • Issue regular reminders about the parking policy.
  • Include car parking policy in Induction Training
    for new starters include information at
    interview.
  • Dont forget the Home Workers when issuing
    staff reminders on office policies.
