Private Troubles Public Issues The Case of
Electronic Gaming Machines in Victoria.Andrew

Abstract Research Question What has been the
role of stake-holders in shaping Electronic
Gaming Machine legislation in Victoria through
the period 1991 to 2002? In what ways have the
relevant legislative provisions been influenced
by stake-holder responses and agendas over this
time? The research will investigate how
government policies and legislation enabling the
provision of EGM gambling has affected
stake-holders, as well as been shaped by
stake-holders, in Victoria between the years 1991
and 2002. The thesis will begin by looking at who
are the stake-holders in the debate and what are
their commonalities and differences. It will seek
to examine closely how the stake-holders feature
in the debates with respect to agenda setting. As
a result, the thesis will consider poker machine
gambling in the context of liberalising and
broadening of access to such convenience gambling
options in the timeframe nominated for the
research. Central to the thesis will be a
discourse on electronic gaming. Of particular
interest will be issues surrounding stake-holder
power relations in shaping government
legislation. These issues and debates will be
reflected against relevant social theory, the
state debate and what impacts they have on
government policy and legislation.
