9MoU regarding electrification of remote
un-electrified census villages
- MoU signed (2007) with MNRE, GoI for
electrification of all the un-electrified census
villages/hamlets through RETs during the 11th
Five Year Plan - Jointly signed by DCP, PDD and CEO, JAKEDA on
behalf of JK Govt and the Secretary, MNRE, GoI
on behalf of GoI - Impt. salient feature - identification all
un-electrified census villages/hamlets of the
State in association with the PDD. - Identified villages to be subsequently got
cleared by REC, GoI for their coverage under the
RVE programme of the MNRE, GoI envisaging 90
grants. - So far 1403 un-electrified census
villages/hamlets identified.

- Under Construction at Bemina on SDA alloted land.
- MNRE accorded sanction for DPR and CFA to the
extent of 20 cost of the construction under its
Solar Bldg Prog. - Architectural drawings prepared by CAO and
estimates/DPR being prepared by the CE, PWD
kashmir. - Technical inputs also provided by Dr Bansal VC
SMVD - Complex expected to be constructed in two
working seasons and likely to be completed during
the fy 2010-11

- Project to be taken up with MNRE for fin support

28WIND ENERGY
- Two sites sanctioned by MNRE under its WRA prog.
- Village Ijara,Uri district Baramulla and village
Bidda, Jyotipuram, district Reasi. - Wind monitoring stations at both sites
commissioned with C-WET collaboration. - Wind data recording in progress.
- 06 more wind stations sanctioned by C-WET/MNRE
with 80 finance. - New WRA sites Banihal, Khadiniyar
Chandanwari (Baramulla), Gulmarg, Sonamarg,
Pancheri (Udhmpr), Kundra (Reasi) - Five (05) windhybrid systems (46 kW agg
capacity) sanctioned with 60 central subsidy for
05 health centres viz Ganderbal, Narbal, Banihal,
Nowshera, Sunderbani.

45 WATERMILLS AND MICRO HYDEL PROJECTS

- Implemented by Army authorities in JK.
- Each unit having a capacity of 3-5 kW
- 435 sites identified by the Army under the MNRE
component of the prog. - MNRE, GoI, sanctioned Rs. 870 lakhs for the
implementation of the project. - Funding for the project channelized through
JAKEDA. - Block Level Committees constituted by the state
govt, for taking over from the army the
installed/functional MHPs - Post installation operation maintenance
mechanism through community participation on self
sustaining basis being worked out by the
concerned civil administration with the army

- Based on the Agencys performance in the solar
energy sector, JAKEDA bagged the runners up award
for presenting a case study on solar energy at
RENEWTECH India 2009 State Awards for Renewable
Energy. - On behalf of the state, CEO JAKEDA received the
award on3.3.2009 during the function organized by
the RENEWTECH at Pune, Maharashtra
48 Main reasons for non implementation of
the mandate in full
- Lack of infrastructure particularly the manpower.
- No clear cut policy of the state govt. about
NRSE. - No clear cut mandate to take up NRSE projects for
power generation especially SHP. - No clear cut mandate for electrification of
un-electrified villages with proper delineation
vis-à-vis Power Dev. Deptt. - Lack of Private sector participation in
harnessing NRSE. - Non availability of adequate matching
contribution from state govt. to finance various
schemes.
49 Suggestions for ensuring implementation of the
mandate
- The govt. must bring out a clear policy on NRSE
with respect to power generation, wheeling and
banking. - JAKEDA as nodal agency must have a clear-cut
mandate for harnessing NRSE particularly SHP. - JAKEDA must have corporate working set up to
ensure speedy decision making, delegation of
powers required at various levels - Need to develop infrastructure within JAKEDA
particularly manpower. - JAKEDA to have mandate for electrification of
un-electrified villages within proper
delineation vis-à-vis Power Dev. Dep't. - NGOs and private sector participation to be
encouraged to boost investment in NRSE. - JAKEDA must act as a promotional org. to pilot
the proposals for obtaining various sanctions and
to regulate finances and subsidies. - Easy finances should become available through
FIs and banks. JAKEDA may also become Business
Dev. Associate of IREDA. - The state govt. to provide adequate funds to
provide matching contributions for funding of
schemes.
