Indicators and Monitoring
  • Sector strategies and actions proposed under the
    pillars
  • poverty data from the IHHS, PPAs and the
    FGDsessentially, we plan to use 2003/2004 as the
    baseline for all indicators.

Monitoring of the PRSP
  • - overall responsibility for monitoring be
    vested in a National Level Committee chaired by
    the VP and supported by a Technical Secretariat
    (TS). (Option 1). - The MoF and MODEP will be
    key members of this Committee.  - The roles of
    the following entities will be crucial to the
    functioning of the TS PPA, FGD and PETS
    Teams. - The key requirements for monitoring
    are being developed.

V) Costing and Financing
  • (Edmund to comment on this section) VI)
    Implementation Arrangements- Government at all
    levels, NGOs, civil society, community
    organisations and the private sector will
    collaborate in fulfilling the overarching goal of
    poverty reduction. - The role of Government is
    central.  - Plans for fiscal and administrative
    decentralisation from the centre to local
    authorities following the establishment of
    District, Town and City Councils and the specific
    decentralisation plans of the Ministries and
    other national institutions.

VI) Implementation Arrangements( Contd)
  • - (The respective roles of the MoF, MODEP, line
    ministries, PASCO, DACO, etc are yet to be fully
    discussed) Without a comprehensive assessment
    of the capacities of the various councils, a
    sequencing of the transfer of responsibilities is
    envisaged.
