• Winter of 2000 - 2001
• Attendance at the ESC quarterly meeting in
  January 2001.
• Energy Summit meeting in February 01
• Formation of EEST

ESPC Process Overview

• Hosted ESC Quarterly meeting in Louisville in
  April of 2001
• Formed Kentucky Chapter of the ESC
• EEST and KESC worked concurrently on resolution
  of ESPC barriers in Kentucky
• Finance dedicated a staff person to program
• Fall of 2001, Western Kentucky University signed
  a contract under existing legislation

ESPC Process Overview

• Legislation introduced in 2002 session of the
  General Assembly to allow more flexibility for
  state agencies to do ESPC
• SB 61 passed both chambers unanimously
• Since the effective date of 7/15/02 there have
  been seven RFPs released with one contract
  signed thus far
