- Postcode (for matching, can use a dummy postcode
in the event of refusal) - Verification type used to verify learners
identity - Learner Record Sharing Flag Defaulted to Yes,
but learner can opt-out - Recommended
- School at age 16 (useful for matching against NPD
registered learners) - Email Address (so learner can take advantage of
learner user account in Release 2) - Other Optional

8MIAP Fair Processing Notice
- Information Commissioner Office Meeting on 15
June 2007 - ICO are "comfortable" with the approach MIAP is
proposing, which is - the creation of the ULN is mandatory and that a
learner cannot opt-out of having a ULN - a learner can opt-out of sharing their
participation and achievement data - communicating the above through a tiered set of
Fair Processing Notices (FPNs) - the learner would have direct access to
information held about them which they would be
able to challenge, if appropriate - The actions resulting from the meeting were as
follows - The ability for a learner to access directly data
held about them and share it with others eg other
providers, careers advisers, employers to enable
more personalised services. - The ability for a learner to challenge data
provides protection for the learner - FPN - removing the word "consent" and instead
make reference to "opting out of data sharing" - FPN - provide details of the consequences of
opting-out of sharing participation and
achievement in the FPN text, so that an
individual can make a more informed choice

13How can schools get ULNs?

14Requirements on MIS Vendors
- To support Schools entering pupils for Diplomas
in 08-09, suppliers will need to - make space in their systems for the ULN field by
May 2008 - develop a system for populating their systems
with the ULN by October 2008 at the latest using
any, or a combination of the 3 methods MIAP
Portal, MIAP APIs, or Key to Success/CTF - The MIAP Portal option will be available from the
beginning of September 2007 - The MIAP API option will be available from the
end of October 2007 - The Key To Success / CTF option will be available
from October 2008 - Suppliers at the very minimum will ensure they
can populate the ULN into their systems using Key
to Success/CTF by October 2008 - In a few exceptional cases ULNs required for
learners taking diplomas will not be available
via the Key to Success/CTF. Suppliers may need
to make the ULN an editable field, in order to
accommodate workarounds. The position on this
will be clarified over the next month and further
guidance provided at the September Schools MIS
Forum - In the longer term, schools will want to access
ULNs (e.g. to understand how their pupils
progress to support third party to third party
data sharing eg with Connexions or awarding
bodies) To reduce burden, schools would be best
served by programmatic interfaces from their MIS,
via the MIAP APIs, or possibly even via SIF when
that becomes available - This September, at the 2 day School MIS Forum,
more detail regarding these requirements will be
provided
